The
Planning Board Meeting for September 20, 2004 was called to
order by Judy Watson at approximately 7:02 PM.

Business:
Approval of the August 16, 2004 Minutes:
Fran Dellamano noted a couple corrections in the minutes. On
Page 2, second from the last paragraph, the sentence that starts
with "Where there is wet land------, should read "Where
there is wet land in an Agricultural District, it has to show
Agriculture." The next sentence "Part of the Flood
Plan should be put in a Conservation District", should
be deleted as it doesn't make sense. Judy Watson asked for a
motion to approve the minutes as corrected. John Pritchard made
the Motion, and Ken Kern seconded it. All ayes. Motion carried.
Comprehensive Plan:
Judy Watson brought large copies of the Town of Oswego Comprehensive
Plan Proposed Land Use Map, as well as small copies for the
members. Judy Watson and Fran Dellamano had met at a special
meeting with Brian Frazier and Karen Noyes earlier in the month,
and came down to a final plan. After discussion of the Plan,
regarding districts and colors, namely:- Agricultural (light
green); Conservation (darker green); Rural Transitional (white);
Residential (yellow); Commercial (brown); and Industrial (gray);
all members agreed with the Plan. Barry Pritchard stated this
is an overview, that if there is to be zoning, we would have
to refer to a Zoning Map. Fran stated that in Agricultural,
property used for farming and silviculture should be signed
up with the New York State Agricultural District.
Fran Dellamano made a Motion that we accept the Comprehensive
Plan Land and Use Map. John Pritchard seconded the Motion. All
ayes. Motion carried.
The subject of the Definitions for the map were brought to the
floor. There were corrections made to two of the Definitions.
Following is how the Definitions for the Proposed Land Use Map
are to be defined:
Agricultural: Property used for farming and silviculture.
Conservation: Areas of known to be wetlands, or in 100 year
flood plains.
Rural Transitional: Property used for human habitation, business
and home based occupations.
Residential: Property used for non transient human habitation.
Excludes mobile homes.
Commercial: Property used for the sale of goods and/or services.
Industrial: Property used for the production and fabrication
of durable and non durable goods.
Fran Dellamano made a Motion that the Definitions be approved
as corrected. Ken Kern seconded the Motion. All Ayes. Motion
carried.
At this point, Judy Watson stamped the Comprehensive Plan Land
Use Map.
New Business:
Perry Noun, who was listed on the Agenda for an appearance,
did not attend.

At approximately 7:45, John Pritchard moved to adjourn the meeting.
Lee Phillips seconded the Motion. All Ayes. Motion carried.
