At
6:30 PM on April 18, 2005, the Planning Board Members visited
the site of Ron Hawe's Campground, and walked around and inspected
the premises.
The Planning Board Meeting was called to order at the Town Hall
by Judy Watson, Chairman, at approximately 7:05 PM.

Business:
Approval of March 21, 2005 Minutes:
John Pritchard made a motion that the Minutes of March 21, 2005
be approved. Ken Kern seconded the Motion. All Ayes. Motion
carried.
Application #2005-02 - Ronald L. Hawe:
At approximately 7:15, Judy Watson opened the meeting to discussion
of Ron Hawe's Campground. There were certain documents that
Mr. Hawe was to bring to the meeting. The first document was
a Draft Environmental Impact Statement. Mr. Hawe did produce
the statement, but did not know how to fill in some of the pages.
Steve Greene stated that the County could help fill it out.
Judy said she would get in touch with Brian Frazier of the County
Planning Board. Fran Dellamano made a motion to that effect,
and Ken Kern seconded the Motion. All ayes. Motion carried.
The next document required was a current survey prepared by
a licensed land surveyor.
Ron Hawe did not submit a survey, but did have a tax map which
shows the land layout. He had the map blown up. Judy explained
that we must have a current survey, as she has to stamp it.
She stated it will be necessary for Ron Hawe to come to another
meeting with a current survey.
The Board also requested a topographic map of the site. Ron
did produce a large topographic map, which the members viewed.
The next requirement was to show zones as they pertain to each
portion of the site, which has been done, and a dotted line
from the center line of Route 104 and County Route 20 - 500
feet.
The last requirement was a Rod Permit. Ron Hawe stated he got
in touch with Jamie Tompkins of the DOT. Mr. Tompkins explained
to him that until the campground is approved by the Board, he
would not issue a permit.
Fran Dellamano referred back to the survey, and stated that
the draining ditch should be shown.
Judy stated that Margie sent the Board Members minutes going
back to 1983. Ron Hawe had gone before Zoning, and submitted
54 sites and 25 tent sites. He stated right now he has 30 sites,
and has an area where people can pitch tents. He stated he also
wants to develop another piece of land, and pointed to it on
the topographic map. Fran stated we cannot approve that now,
that will be in the future.
Mr. Hawe also explained he has a 58 foot buffer on the property
line with the neighbor. Judy said she would like Mr. Hawe to
make peace with the neighbor. Fran Dellamano said perhaps a
row of trees could be put between the properties.
Mr. Hawe explained he wants to make a nice campsite where people
can relax. He said people will be bringing expensive motor homes
in there to the tune of $100,000. He said the site is not going
to be trailer trash. He also said they have water, sewage and
cable TV at each site. He brought some photos and showed them
to the Board. He said when the trees are in bloom, you can hardly
see between the neighbor and his campsite.
Judy stated we would send Mr. Hawe a letter as to what to bring
to the next meeting to conclude the matter.
New Business:
Public Comment:
John Bush appeared with a few questions regarding property at
State Route 104, and West Lake Road, which he would like to
lease from Mr. Vashaw. John did not know how the property is
zoned. He said he works for the County, but would like to repair
and sell a few cars on the property. Steve Greene suggested
that Mr. Bush talk with his attorney. Fran Dellamano said we
would need a zone change, by Special Permit. Steve Greene quoted
from the Ordinance, Section B, R-2 District, Conditional Uses,
namely church, place of worship, parish house, public part and
public library. There is also the issue of the driveway leading
out onto State Route 104, or onto West Lake Road. Judy said
going out on 104 would be safer than going out onto West Lake
Road.
Fran Dellamano suggested to Mr. Bush that he go and see his
neighbors and get their feelings on a zone change. John said
if there was any problems with the neighbors, he would not go
through with his plans. He said he would go and talk to his
attorney about his proposal and get back to us.
Open Board Discussion:
Fran Dellamano brought up the subject of keeping the town clean,
and getting rid of junk cars and debris. He said he brought
it up last year, and we wrote a letter to the Town Board with
suggestions, but nothing was ever done. Again, he suggested
writing another letter to the Town Board, and suggest a volunteer
drive around the town roads. If they see junk cars, stop and
talk to them. Another option would be to send out flyers or
brochures to town residents, that we want to keep our town clean.
Judy said she would have another letter written to the Town
Board.

At approximately 8:00 PM, Lee Phillips moved to adjourn the
meeting. Barry Pritchard seconded the Motion. All ayes. Motion
carried.

Corrections:
Judy Watson said she would like an addition to the Minutes.
We had written to the Attorney for OCWA, Thomas Pasqua, Esq.
regarding any future additions to the barn, or other improvements.
Mr. Pasqua wrote back stating it was not under our jurisdiction.
Fran Dellamano stated the letter written to the Town Board regarding
junk cars, should have state it would not cost anything for
the residents to get rid of their cars. People pay for the junk
cars, as they can sell the parts. |
