At approximately 7:02 PM, Judy Watson, Chairman called the Planning
Board Meeting to order.

Business:
Approval of July 18, 2005 Minutes:
Barry Pritchard made a motion that we approve the Minutes of
July 18, 2005. Jeff Boyer seconded the Motion. All Ayes. Motion
carried.
Judy stated under Old Business, that we have not had a response
from Richard Palmer, Attorney for Ronald Hawe on his campground.
We had received a letter from the New York State Office of Parks,
Recreation and Historic Preservation, asking for additional
information. They are asking for clear, original photographs
of the project area for all directions, and also the boundaries
of the project area be clearly delineated on a United States
Geological Survey. Steve Greene suggested that we write a followup
letter asking that the information be submitted at least a week
before the next meeting which is scheduled for September 19th.
Steve dictated the letter to the Secretary.
New Business:
No new business.
Public Comment:
Joseph Lacky and his wife appeared at the meeting to get advice
regarding a subdivision. He explained that he has two (2) parcels
of land he would like to subdivide. One parcel is 77 acres,
and the other is 89.5 acres. He wondered if he would have to
deal with subdivision rules if he divides them into 3 separate
lots with over 200 feet frontage for each one. He was asked
if he had road frontage, which Mr. Lacky stated he does. Steve
Greene quoted the definition of a subdivision in the Town of
Oswego Subdivision Regulations:
"Subdivision - (1) The division of any parcel or parcels
of land whether or not contiguous, into four or more lots, plots,
sites, or other division of land each being fewer than five
acres. (2) - The division of a parcel of land into two or more
lots where one or more of the lots lack existing road frontage.
These above mentioned land divisions are made for the purpose,
whether immediate or future, of transfer of ownership or building
development, and shall include resubdivision. A tract or tracts
of land shall constitute a subdivision upon the sale, rental,
or offer of sale or lease of the fourth lot within any consecutive
three year period. The five (5) or more acre exclusion from
these regulations applies only to lots with a minimum of three
hundred (300) feet frontage on an existing road."
Steve asked Mr. Lacky if he had a map or survey. Mr. Lacky did
go over the map with Steve. After some discussion of the rather
large parcels of property, Judy Watson said he should come before
the Planning Board with a Site Plan. Mr. Lacky asked how long
it would take, and Judy said if he had an application and survey
map, we should be able to conclude the process at the next meeting.
The secretary told him to get everything to the town before
hand, so she could make copies and send them to the Board Members
a week before the meeting.

At approximately 7:30 PM, Lee Phillips made a motion to adjourn
the meeting. John Pritchard seconded the motion. All ayes. Motion
carried.
