At approximately 7:00 PM, Judy Watson, Chairman of the Planning
Board called the meeting to order.

Business:
Approval of March 20, 2006 Minutes:
Lee Phillips made a motion that the Minutes of March 20, 2006
be approved. Barry Pritchard seconded the motion. All ayes.
Motion carried.
New Business:
Public Comment:
Bob Dexter, a new Zoning Board Member appeared at the meeting,
as he was interested in the Open Board Discussion regarding
the Local Energy Tower Rules and Regulations of Cellular Telephone
Towers and Antennas.
Open Board Discussion:
Judy Watson said she hoped everyone had a chance to read the
documents Steve had given the members last month on Local Energy
Tower Rules; Municipal Regulations of Cellular Telephone Towers
and Antennas; Wind Turbines and Noise; and Letters to the Planning
Board. Judy stated she found the packet of material very interesting.
Judy had a question on a word she did not understand in the
Local Energy Tower Rules on the second page "ambient nighttime
level". Jeff Boyer explained that it would be the normal
noise level at night. There was discussion as to how many towers
should be on a parcel of land. Judy quoted on Page 1 of the
Local Energy Tower Rules - Limitation of Number - "There
shall be a limit of one (1) energy deriving tower per parcel".
Barry Pritchard mentioned Subdivisions. After some discussion,
it was decided to strike - "There shall be a limit of one
(1) energy-deriving tower per parcel". If someone had a
lot of property, they could put more than one up. Steve quoted
the same section, Page 2 - "Guy wires and anchors for towers
shall not be located closer than one-half (Ω) of the height
of the tower to any property line."
Judy was trying to think of something else we had discussed
regarding towers, and Lee Phillips said we had discussed it
when we went over Cell Towers. Bob Dexter asked about the procedure
as to installing a tower. Jim Finn said no one can put one up
without applying for a Variance, and must provide a Site Plan.
Lee said it would go to the Zoning Board for approval. Steve
stated this is all explained on Page 1 - Permit Application,
No. 2. Steve referred to Page 1, under Exemptions, No. 2 should
be stricken. Lee Phillips mentioned that two towers would give
twice the energy. Barry Pritchard said the tower would not go
on somebody else's property. He also mentioned if they put a
tower up, it should be taken down and cleaned every so many
years. Judy said maybe every 5 years, and Barry agreed.
Steve Greene said there should be a Performance Bond. After
some discussion, Steve said he would draft it up. Lee Phillips
said a permit should be applied for to build a wind mill, not
an antenna. Judy said we have to talk about energy power, as
opposed to some other kinds of power. Jeff again brought up
the subject of energy deriving towers shall not produce a level
of noise at any lot line greater than the ambient nighttime
level. Noise reduction technology shall be installed as a condition
of approval if it is determined by the Planning Board that the
noise levels are exceeded after installation occurs.
Judy said one of the sections we talked about was elevated structures,
rather than telecommunication towers and antennas. Steve said
we should merge wind mills with it. Judy said this section should
go back to what we originally had. Jim Finn said towers are
to be considered a utility. Lee Phillips said we had to have
a whole list of things they had to comply with, such as a Bond.
Barry ask if they didn't apply on Tug Hill Road a couple of
years ago. Lee Phillips said they stopped that one, and put
it out by the college. He also said they wanted to put one on
Cemetery Road and Route 104. Barry said there are companies
who want to put these things up.
Judy said it looks like we have gone over all the various sections.
Lee Phillips asked about Adult Uses, and Judy said we had gone
over that one. She said she has all the sections scratched up
except Special Use. She stated the secretary volunteered to
type all the corrections to the sections. Judy told the secretary
to specify sections, and not just by X's Jim Finn asked if we
would have them before the next meeting, and the secretary said
she always sends the packets to the members a week before the
meeting.
At approximately 7:45 PM, Lee Phillips made a motion to adjourn
the meeting. Jeff Boyer seconded the Motion. All ayes. Motion
carried.
