At approximately 7:05 PM, Chair Judy Watson called the meeting
to order.

Business:
Approval of December 18, 2006 Minutes:
Jim Finn made a motion to approve the December 18, 2006 minutes,
after a correction was made under New Business, first line,
a typo - Dan Shaver's name was missing the "r" In
his last name. Jeff Boyer seconded the motion. All ayes. Motion
carried.
Application #2006-10 Daniel Shaver - Special Permit - New Business
- Continuation of Public Hearing:
Since Mr. Shaver's documentation was in order, Fran Dellamano
made a motion that the application be granted. Jim Finn seconded
the motion. All ayes. Motion carried.
New Business:
Judy Watson had received a call from Don Neels in regard to
his daughter building a home. Judy asked him to attend the meeting
so any questions could be answered. Don did attend the meeting.
He is contemplating giving his daughter a piece of land to build
a home between Thompson Road and Johnson Road. The property
would be on the Johnson Road side. He stated he doesn't have
road frontage, but has a 60 foot right of way between two existing
homes. After much discussion, the Board Members told him he
would have to file an application, and have a survey done, showing
where the home will be, as well as septic, water lines and electric
lines. Don had a rough map showing where the home would be.
He stated he did not ant to get into subdivisions.
Fran Dellamano quote from the Town of Oswego Subdivision Regulations:
"Subdivision - (1) The division of any parcel or parcels
of land whether or not contiguous, into four or more lots, plots,
sites, or other division of land each being fewer than five
acres.
(2) The division of a parcel of land into two or more lots where
one or more of the lots lacks existing road frontage. The five
(5) or more acre exclusion from these regulations applies only
to lots within a minimum of three hundred (300) feet frontage
on an existing road."
Fran thought there was something in the Regulations referring
to Minor Subdivisions, but could not find anything. Fran stated
the Board wants to work with Mr. Neels in making sure all the
documents are filed with the application.
Public Comment:
No one present, with the except of Don Neels who had questions
and comments.
Open Board Discussion:
Judy asked the members to look over the meeting dates for the
year 2007. The members had no comments.
Judy stated she would remain on the Planning Board, and would
continue to work with the Zoning Regulations, but wants to resign
as Chairman. Jim Finn nominated Jeffrey Boyer as Chairman. Judy
seconded the nomination. Jeff accepted the nomination and was
voted Chairman. All ayes. Nomination carried.
Adjournment:
At approximately 7:55, Jim Finn made a motion to adjourn the
meeting. Lee Phillips seconded the motion. All ayes. Motion
carried.
