At approximately 7:00 PM, Chairman Jeffrey Boyer called the
meeting to order.

Business:
Approval of February 19, 2007 Minutes:
Jeff Boyer made a correction to Page 2, 5th Paragraph - states
"built in closets". It should be "free standing
units". Fran Dellamano made a motion that we approve the
minutes as corrected. Judy Watson seconded the motion. All ayes.
Motion carried.
Application #2007-03 - United Development Group - Oswego College
Suites - Site Plan Review - Public Hearing - 7:10 PM
Jeff explained that the Public Hearing for United Group was
supposed to be tonight, but there is a new law, being a requirement
that we notify the City Clerk of Oswego, because the property
is within 500 feet of the City line. We did not make that notification,
so we will have the Public Hearing at our next meeting. United
Group did not send a representative to this meeting. Jeff then
opened the floor to the public who appeared.
Fran Dellamano said there is something we need to get out tonight,
regarding permits and site plan. United Group is not here to
answer these questions. Jeff Boyer decided it would be better
to defer any questions until United Group is here.
New Business:
Public Comment:
No other public appeared with the exception of the ones to comment
on the college apartments.
Open Board Discussion:
Barry Pritchard wondered if the property owners within 1,500
feet of the proposed project had been notified, and Marge clarified
that they have been. She explained that Theresa obtained a list
from the Real Property Tax Office.
Jeff suggested we move the meeting date up for the Public Hearing.
After some discussion, it was decided the Public Hearing would
be Tuesday, April 10th, at 7:30 PM.
Fran Dellamano mentioned about United Group coming in with applications,
and paying the fees, and Marge verified that United Group has
paid their fees for 2 Public Hearings; both the Zoning Board
of Appeals, and the Planning Board.
Jim Finn brought up the subject of the sewer district at Ontario
Heights. It is his opinion that Nussbaumer and Clark are involved.
It was in the minutes that Barton and Loguidice did the engineering
for the Ontario Heights Sewer District. Barry said that United
Group has been working with the Ontario Heights Sewer District,
and that it would be at their expense to do the work.
Fran said it would be a good idea to hire an engineering firm
to work out the details, and how do we come up with the funds.
Barry repeated that United Group is involved with Barton and
Loguidice. He said the Town Board hired Barton and Loguidice.
Lee Phillips questioned negotiations with the Fire Department
in regard to the Lodge and apartments. Fran Dellamano said we
should have a report for the public hearing for up to date information
on the Fire Department. He said there may be problems with the
4 story building. Greg Herrmann said he has been in contact
with United Group, and they have been very cooperative in ironing
this out. They have discussed fire protection, hydrants, and
roadways. He said the name of the Fire Department is the Oswego
Town Fire District. Fran Dellamano made a motion that we send
a letter to the Oswego Town Fire District to make sure we are
working together with United Group. Jim Finn seconded the motion.
All Ayes. Motion carried.

At approximately 7:30 PM, Lee Phillips made a motion to adjourn
the meeting. Barry Pritchard seconded the motion. All ayes.
