7-a. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the Budget modification from A599 to A1110.4 for $2459.84 for the purchase of 2 Gateway computers for the Town Justices. Moved by ________Seconded by___________.

7-b. Resolution # _____. Be it resolved that the Oswego Town Board approves the attached job descriptions. (*Attachment BI). Moved by ________Seconded by___________.

8. New Business

8-a. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the Oswego City School District to use the Community Center and voting machines for the School Budget Vote to be held on June 15, 1999 from Noon to 9:00 PM. Moved by _____________ Seconded by__________.

8-b. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the Town Supervisor to contract with Personal Touch Web Designs for the maintenance of the Town Website until 12/31/99. Be it further resolved that the payment for such service shall not exceed $2,000. Moved by Jack Tyrie, Jr. Seconded by___________.

8-c. Resolution # _____. Be it resolved that the Oswego Town Board authorizes Justice Jung and Court Clerk Stuart to attend the Magistrates and Court Clerk's Seminar to be held on June 18, 1999 at Lake Placid, NY. Be it further resolved that all associated costs, as defined by the Town Travel Policy, shall be considered legitimate Town Charges. Moved by___________ Seconded by_____________.

8-d. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the Town Supervisor to take steps to install a water main extension and appropriate fire hydrants on Hall Drive. Be it further resolved that detailed charges shall be presented to the Town Board for Approval prior to payment. Moved by Jack Tyrie, Jr. Seconded by_____________.

8-e. Resolution # _____. Whereas the abandonment of unwanted cats and dogs is a serious problem in Oswego County, and Whereas a central animal shelter is the only effective solution to this inhumane treatment of animals, therefore Be it resolved that the Oswego Town Board supports the creation of an Oswego County Animal Shelter. Be it further resolved that the Town Board urges our County Legislators to support efforts to this end. Moved by Marie Schadt. Seconded by_____________.

8-f. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the creation of the position of Recreation Director, as approved by the Oswego County Personnel Office. Be it further resolved that said position shall be seasonal, and compensation shall be at the rate of $9.00/hr. Moved by____________ Seconded by_____________.

8-g. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the creation of the position of Assistant Recreation Director, as approved by the Oswego County Personnel Office. Be it further resolved that said position shall be seasonal, and compensation shall be at the rate of $7.00/hr. Moved by Jack Tyrie, Jr. Seconded by___________.

8-h. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the creation of the position of Counselors as approved by the Oswego County Personnel Office. Be it further resolved that said positions shall be seasonal, and compensation shall be at the rate of $5.25/hr. Moved by Jack Tyrie, Jr. Seconded by___________.

8-i. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the provisional hiring with Board Consultation, for the positions of Recreation Director, Assistant Recreation Director, and 10 counselors. Be it further resolved that such hiring shall be contingent upon Board Approval at the next regularly scheduled Board meeting. Moved by_________Seconded by __________.

8-j. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the budget modification transferring $9988.42 from SW8-2770 to SW8-8340.4 Moved by____________Seconded by_____________.

8-k. Resolution # _____. Whereas, the Local Government Records Management Improvement Fund was created in 1989 to provide technical assistance and grants to establish, improve or enhance records management programs in New York's more than 4300 local government% and

Whereas, a sunset date for the LGRMIF was established in the original legislation to permit its operation as a 5-year experiment, and Whereas, the LGRMIF operated successfully and supported essential advisement and grants projects signally to improve the management of records and information in local governments, and

Whereas, the New York State Legislature in 1995 extended
the sunset date to December 31, 2000, and

Whereas, the LGRMIF and the programs it supports continue to operate at a high standard of excellence and provide direct and significant benefit to local governments at no cost to the taxpayers, and

Whereas, Town of Oswego has benefited from technical assistance, training, publications and 3 grants totaling $19,215. Supported by the LGRMIF, and

Whereas the LGRMIF continues to be critically important in the fulfillment of the many records and information related responsibilities of local government name, therefore

Be it resolved that the Oswego Town Board supports the elimination of said sunset provision of December 31., 2000 in order to make the LGRMIF permanent.

8-l. Resolution # _____. Be it resolved that the Oswego Town Board authorizes the hiring of summer clerical staff. Be it further resolved that such hiring shall be contingent upon Board Approval at the next regularly schedules Board meeting. Moved by__________Seconded by__________.

8-m. Proposed Local Law No. 2 of 1999.

Be it Enacted that the Oswego Town Board amends Local Law No. 1 of 1994 as follows:

3.1 LANDS TO WHICH THIS LOCAL LAW APPLIES
This local law shall apply to all areas of special flood hazard within the jurisdiction of the Town of Oswego, Oswego County, New York.

3.2 BASIS FOR ESTABLISHING THE AREAS OF SPECIAL FLOOD HAZARD
The areas of special flood hazard are identified and defineri on' the following documents prepared by the Federal Emergency Management Agency:

(1) Flood Insurance Rate Map (multiple panels) Index No. 3606570001-0010, whose effective date is October 20, 1
(2) A scientific and engineering report entitled "Flood Insurance Study, Town of Oswego, New York, Oswego County" dated October 20, 1999.

The above documents are hereby adopted and declared to be a Part of this Local Law. The Flood Insurance Study and/or Maps are on file at:

3.3 INTERPRETATION AND CONFLICT WITH OTHER LAWS
This Local Law includes all revisions to the National Flood Insurance Program through November 1, 1989 and shall supersede all previous laws adopted for the purpose of flood damage prevention.

In their interpretation and application, the provisions of this local law shall be held to be minimum requirements, adopted for the promotion of the public health, safety, and welfare. Whenever the requirements of this local law are at variance with the requirements of any other lawfully adopted rules, regulations, or ordinances, the most restrictive, or that imposing the higher standards, shall govern.

3.4 SEVERABILITY
The invalidity of any section or provision of this local law shall not invalidate any other section or provision thereof.
