The
regular meeting of the Town of Oswego Board was held at the
Southwest Community Center on December 11, 2000 at 5:00 PM.
The meeting was called to order by Supervisor Tyrie who opened
with the Pledge of Allegiance. Roll call was taken with the
following members present:

Public
Comment: Questions were asked of the board regarding
a private investigator that was hired by the town. Why was taxpayer's
money being spent on this investigator? Has the town hired a
private investigator before and will anyone who gets a zoning
complaint be investigated by a private investigator? Questions
were raised regarding money for the pavilion the recreation
committee would like to see built.
Supervisors Report: Someone has come to look
at the Community Center. A capital-planning meeting has been
scheduled for December 18th. The Supervisor thanked the recreation
committee for a fine job with the tree lighting ceremony, which
was enjoyed by all.
Resolution 2000-219 Whereas a commercial rate
was unintentionally omitted from the revised building permit
fee schedule, and whereas the Code Enforcement Officer has recommended
the inclusion of such a rate, therefore be it resolved that
the Oswego Town Board approves an amendment to the building
permit fee schedule to incorporate a commercial rate of. $22
per foot for commercial construction. Moved by Supervisor Tyrie
and seconded by Councilor Tierney. All ayes motion carried.
Resolution 2000-220 Whereas the work and dedication
of Dr. Charles Groat have shown him to be a leader in the preservation
of Oswego Town History, and Whereas Dr. Charles Groat has contributed
to the academic research which has validated and promoted community
awareness of the unique nature of Oswego Town History, therefore
be it resolved that the Oswego Town Board commends Dr. Charles
Groat for his extraordinary efforts as Oswego Town Historian.
Moved by Supervisor Tyrie and seconded by Councilor Mullen.
All ayes motion carried.
Resolution 2000-221 Be it resolved that the
Oswego Town Board authorizes the payment of registration costs
for attendance of Town Officials at the Annual Association of
Towns meeting to be held February 18-21, 2001. Moved by Supervisor
Tyrie and seconded by Councilor Tierney. All ayes motion carried.
Resolution 2000-222 Whereas the Oswego Town
Recreation committee fosters the growth of recreation and community
spirit in the Town of Oswego for all residents. And whereas
the Town of Oswego's recreation budget has a surplus for the
year 2000, and whereas the Oswego Town recreation committee
recommends the construction of a covered pavilion to be used
for the summer recreation program for the towns children and
for future events in the town park. Be it resolved the Oswego
Town Board encumbers $4,500.00 of the 2000 recreation budget
to be used in the spring of 2001 for materials for this structure.
This pavilion will facilitate activities held in the park throughout
the years to come. Moved by Councilor Mullen and seconded by
Councilor Tierney. 3 ayes, 2 nays. Mullen, Pratt, Tierney aye,
Mahaney, Tyrie nay.
Resolution 2000-223 Be it resolved the Oswego
Town Board authorizes the renewal of a serial BAN for Sleepy
Hollow at a rate of 4.56% per annum. Moved by Supervisor Tyrie
and seconded by Councilor Tierney. All ayes motion carried.
Resolution 2000-224 Be it resolved the Oswego
Town Board modifies the 2000 general budget as follows:
* Move $1,129.72 from A9010.8 state retirement to A1110.4 town
justices contractual;
* Move $1,044.75 from A9010.8 state retirement to A1420.4
attorney contractual,
* Move$1,317.19 from A9010.8 state retirement to A1650.4 communications
systems,
* Move $224.03 from A9018.8 state retirement to A3120.4 police
contractual,
* Move $64.74 from A9010.8 state retirement to A5010.4 superintendent
of highways contractual,
* Move $514.33 from A9010.8 state retirement to A3520.4 control
of animals contractual,
* Move $30.00 from A9010.8 state retirement to A1320.4 auditor
contractual,
* Move $534.30 from A8020.4 planning contractual to A8010.4
zoning contractual.
Moved by Supervisor Tyrie and seconded by Councilor Pratt. All
ayes motion carried.
Resolution 2000-225 Be it resolved that the
Oswego Town Board approves the minutes as presented by the Town
Clerk. Moved by Councilor Mahaney and seconded by Councilor
Pratt. All ayes motion carried.
Resolution 2000-226 Be it resolved that the
Oswego Town Board approves the audit of the bills and payment
of the following vouchers:
General Fund
Highway Fund
Sewer Dist. Sleepy Hollow
Sewer Dist. Ontario Hts.

Motion by Councilor Pratt and seconded by Councilor Mahaney.
All ayes motion carried.
Town Clerk's Report: The November monthly clerk's
receipts totaled $2,904.50. The town employees will be collecting
food for the needy of the town until December 18th; drop off
points will be town hall, Best Way Cash and Carry and Malone's
Garage.
Public Comment: Has OCWA been contacted regarding
paying for space at town hall? Which building would be built
first the highway garage or a town hall? Praise was given to
Highway department for putting mailboxes back up in town. New
town buildings needed but not if taxes will be raised to build
them stated one resident.
Resolution 2000-227 Motion by Councilor Pratt
and seconded by Councilor Mullen to move into executive session
at 6:15 PM to discuss pending litigation. All ayes motion carried.
Resolution 2000-228 Motion by Councilor Mahaney
and seconded by Councilor Pratt to resume the regular board
meeting at 6:30 PM. All ayes motion carried.
Motion by Councilor Pratt and seconded by Councilor Tierney
to adjourn the regular meeting at 6:31 PM. All ayes motion
carried.
