to the 2000 General Budget:

b. Resolution # _____. Be it resolved that
the Oswego Town Board authorizes the Supervisor to enter into
an agreement with Crawford & Stearns in conjunction with
repairs to the Community Center. (Attachment A). Be It Further
Resolved that costs associated with said agreement shall not
exceed Three Thousand Five Hundred Dollars ($3500.00) Moved

c. Resolution # ________. Whereas it is illegal
to pay for benefits which have not been established, and whereas
it is also illegal to pay an employee for unused sick time
and vacation time unless the employee ends employment with
the Town and whereas former Supervisor Fred Lockwood has raised
questions involving possible criminal activity, Therefore
Be It Resolved that the Attorney to the Town is directed to
conduct an investigation of the payment of $6,174.00 to Leon
Carter in the fall of 1997. Be It Further Resolved that a
report of the investigation shall be made at the next Town
Board Meeting, and shall include but shall not be limited
to: the method of payment, payroll authorization, rate of
compensation, and the execution of payment without the knowledge

d. Resolution # ______. Whereas it is often
difficult for Town Residents to find the time to attend Town
Board meetings, and Whereas the Town Board wishes to make
its proceedings as accessible as possible, Therefore Be It
Resolved That The Oswego Town Board authorizes the Supervisor
to take steps to have Board Meetings and workshops videotaped.
Be It Further Resolved That The Oswego Town Board authorizes
the Supervisor to arrange for broadcast of the videotapes.
Be It Further Resolved that the Supervisor shall not expend
more than $100 per month to accomplish such broadcast. Moved

e. Resolution # ____. Whereas the Oswego
Town Board has a legal right to be informed of accidents involving
Town vehicles and whereas Town Highway Superintendent Leon
Carter has failed to report such incidents, Therefore Be It
Resolved that the Highway Superintendent is directed to report
at the next regular meeting of the Town Board the circumstances
involving his accident on January 29, 2000. Be It Further
Resolved that such report shall include, but not be limited
to the reasons for his failure to notify the Town Board of
an accident and an explanation of the Press Report that a
claim was filed with the Town. Be it Further Resolved that
the Board directs the Highway Superintendent to report any
additional incidents not previously reported to the Town Board.

f. Resolution # ________. Authorizing Steven
Greene, Town Attorney, to proceed formally with the collection
of all expenses born by the Town of Oswego and incurred in
connection with the solicitation of contributions for the
purchase of the Nunzi property. Moved by Councilor Tierney.

g. Resolution # ________. Be it resolved
that The Oswego Town Board authorizes the Attorney to the
Town Board to investigate the circumstances surrounding the
solicitation of funds by the Recreation Committee. Be it Further
Resolved that contributions which are found have been improperly
solicited shall be returned to the appropriate donors. Be
it Further Resolved that the Attorney to the Town Board shall
seek to recover all Town funds used during such solicitation.

h. Resolution # __________. Whereas the Town
of Oswego has an opportunity to receive a grant for fifty
percent of the cost of the Nunzi's Property and Whereas acceptance
of said grant would strengthen Town efforts to raise funds
from sources, and Whereas acceptance of the conditions of
the grant from the Land and Water Conservation Fund does not
obligate the Town to purchase the Nunzi's Property, Therefore
Be It Resolved That The Oswego Town Board authorizes the Supervisor
to take steps to formally accept the Terms of the Grant. Be
It Further Resolved That The Oswego Town Board authorizes
the Supervisor to pursue grant funding for the remainder of

# ______. Whereas the Oswego Town Board wishes to
encourage Town Residents who, by their actions, demonstrate
the ideals of selflessness and concern for neighbors, and
Whereas the Oswego Town Board Further wishes to recognize
actions which are heroic in nature, Be it Resolved the Oswego
Town Board applauds CJ Woodworth who on the evening of June
15, 2000 when he saw Samuel Oleyourrek swept by rushing water
into a culvert, acted swiftly and effectively to free the
young boy, thereby saving his life. Moved by ___________.

the Oswego Town Board shall hold a public hearing on Proposed
Local Law 1-2000 at 7:05 PM on August 14, 2000 at Southwest

that The Oswego Town Board authorizes Christine Spanfelner
to conduct Dog Obedience Classes in the Highway Garage. Be
it further resolved that Oswego Town residents shall pay a
reduced fee for enrollment in said classes. Be it further
resolved Mrs. Spanfelner shall pay a fee of $40.00 per month
