The
regular meeting of the Town of Oswego Board was held at the
Southwest Community Center on July 10, 2000 at 7:00 PM. The
meeting was called to order by Supervisor Tyrie who opened with
the Pledge of Allegiance. Roll call was taken with the following
members present:

Tierney was excused due to a death in the family.
Resolution 126-2000 Be it resolved that the
Oswego Town Board approves the following modification to the
2000 General Budget: transfer $431.00 from A1990.4 (Contingent
Account) to A4540.4 (Ambulance-Contractual). Motion by Councilor
Mullen and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 127-2000 Be it resolved that the
Oswego Town Board approves the following modification to the
2000 General Budget: transfer $64.51 from A1990.4 (Contingent
Account) to A1220.4 (Supervisor Contractual). Motion by Supervisor
Tyrie and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 128-2000 Be it resolved the Oswego
Town Board authorizes the following modification to the 2000
General Budget: transfer $71.81 from A1990.4 (Contingent Account)
to A9055.8 (Disability Insurance). Motion by Supervisor Tyrie
and seconded by Councilor Pratt. All ayes motion carried.
Town Clerk's Report: The clerk reported $1278.50
was received and disbursed for the month of June. Notification
was received from the State Education Department regarding the
approval of grant money for $8985.00. This grant is the 4th
grant received from the State Education Department and it will
be used to computerize and update all the records for the Rural
Cemetery.
Resolution 129-2000 Be it resolved that the
Oswego Town Board approves the minutes as presented by the Town
Clerk. Motion by Councilor Mahaney and seconded by Councilor
Pratt. All ayes motion carried.
Resolution 130-2000 Be it resolved that the
Oswego Town Board approved the audit of bills for abstract 7
and authorizes payment of same by the Supervisor. Moved by Councilor
Mahaney and seconded by Supervisor Tyrie. All ayes motion carried.

Comment: Town residents had comments about Nunzi's,
the agenda, the cost of Carson road. Questions regarding the
repair contract for the Community Center, planning board funds,
unresolved complaints on a local business. Comments regarding
certain agenda items removed from the agenda and why they were
put on.
Resolution 131-2000 Be it resolved that the
Oswego Town Board authorizes the Supervisor to enter into an
agreement with Crawford & Stearns in conjunction with repairs
to the Community Center. (Attachment A). Be it further resolved
that cost associated with said agreement shall not exceed Three
Thousand Five Hundred Dollars ($3500.00). Moved by Councilor
Mahaney and seconded by Supervisor Tyrie. Discussion followed.
Resolution 132-2000 Motion by Councilor Mullen
and seconded by Councilor Pratt to table Resolution 131-2000.
3 ayes, 1 nay.
Mahaney, Mullen, Pratt aye, Tyrie nay.
Agenda ITEM D. Whereas it is often difficult
for Town residents to find time to attend Town Board meetings,
and Whereas the Town Boards wishes to make its proceedings as
accessible as possible, Therefore be it resolved that the Oswego
Town Board authorizes the Supervisor to take steps to have board
meetings and workshops videotaped. Be it further resolved that
the Oswego Town Board authorizes the Supervisor to arrange for
broadcast of the videotapes. Be it further resolved that the
Supervisor shall not expend more than $100.00 per month to accomplish
such broadcast. Moved by Supervisor Tyrie. No second, motion
failed.
Agenda ITEM E. Whereas the Oswego Town Board
has a legal right to be informed of accidents involving Town
vehicles and whereas Town Highway Superintendent Leon Carter
has failed to report such incidents, Therefore be it resolved
that the Highway Superintendent is directed to report at the
next regular meeting of the Town Board the circumstances involving
his accident on January 29, 2000. Be it further resolved that
such report shall include, but not be limited to the reasons
for his failure to notify the Town Board of an accident and
an explanation of the Press Report that a claim was filed with
the Town. Be it further resolved that the Board directs the
Highway Superintendent to report any additional incidents not
previously reported to the Town Board. Moved by Supervisor Tyrie.
No second motion failed.
Resolution 133-2000 Whereas the Town of Oswego
has an opportunity to receive a grant for fifty percent of the
cost of the Nunzi's Property and Whereas acceptance of said
grant would strengthen Town efforts to raise funds from sources,
and Whereas acceptance of the conditions of the grant from the
Land and Water Conservation Fund does not obligate the Town
to purchase the Nunzi's Property, therefore be it resolved that
the Oswego Town Board authorizes the Supervisor to take steps
to formally accept the terms of the grant. Be it further resolved
that the Oswego Town Board authorizes the Supervisor to pursue
grant funding for the remainder of the purchase. Moved by Supervisor
Tyrie, seconded by Councilor Mahaney. 2 ayes, 2 nays.
Mahaney, Tyrie aye, Mullen, Pratt nay. Motion defeated.
Resolution 134-2000 Whereas the Oswego Town
Board wishes to encourage Town residents who, by their actions,
demonstrate the ideals of selflessness and concern for neighbors,
and Whereas the Oswego Town Board further wishes to recognize
actions which are heroic in nature, be it resolved the Oswego
Town Board applauds CJ Woodworth who on the evening of June
15, 2000 when he saw Samuel Oleyourryk swept by rushing water
into a culvert, acted swiftly and effectively to free the young
boy, thereby saving his life. Moved by Supervisor Tyrie and
seconded by Councilor Mullen. All ayes motion carried.
Resolution 135-2000 Be it resolved that the
Oswego Town Board authorizes Christine Spanfelner to conduct
dog obedience classes in the highway garage. Be it further resolved
that Oswego Town residents shall pay a reduced fee for enrollment
in said classes. Be it further resolved Mrs. Spanfelner shall
pay a fee of $40.00 per month for use of town facilities. Moved
by Councilor Mullen and seconded by Councilor Mahaney. 3 ayes,
1 nay.

Resolution 136-2000 Be it resolved that the
Oswego Town Board authorizes the refund of the $50.00 building
permit fee to Barbara Constanza. Moved by Supervisor Tyrie and
seconded by Councilor Mullen. All ayes motion carried.
Public Comment: A statement was made regarding
the attendance of Board Members at all meetings and workshops.8:15
PM. All ayes motion carried.
Motion by Councilor Mahaney and seconded by Councilor Mullen
to adjourn the meeting at 8:15 PM. All ayes motion carried.
