A
special meeting of the Town of Oswego Board was held at the
Southwest Community Center on March 15, 2000 at 7:05 PM. The
meeting was called to order by Supervisor Tyrie who opened with
The Pledge of Allegiance. Roll call was taken with the following
members present:

Public
Comment: The following resident's spoke against and
had questions regarding the purchase of Nunzi's; Mark AuClair,
Rick Hogan, Lisa Stevens, and Councilor Mullen read questions
submitted by Jim Thompson who was unable to attend the meeting.
Supervisor Tyrie stated he is 100% behind this project but,
won't spend taxpayer money to promote this. There will be public
hearings prior to referendum and the property will be open to
the public to review. Councilor Mullen had questions regarding
the purchase offer, she thought we were going to get more grant
money and she does not remember the $750,000.00 purchase offer.
Councilor Pratt remembers the meeting in '99 where the board
discussed the purchase of Nunzi's. Some board members were talking
about different grants that could be available for this project
but the Supervisor did not make such statements. He has reservations
that all the information needed for the public won't be ready
in two months. Councilor Mahaney feels the public should have
a chance to vote on this and agrees with Councilor Pratt that
we need to look into this further.
Resolution 63-2000 Be it resolved that the
Oswego Town Board authorizes the following modifications to
the 2000 General Budget: Move $3090.00 from A1450.1 (Elections-Personal
Services) to A1450.4 (Elections-Contractual). Move $610.80 from
A1990.4 (Contingency) to A4540.4 (Ambulance-Contractual). Moved
by Supervisor Tyrie and seconded by Councilor Mahaney. All ayes
motion carried.
Resolution 64-2000 Be it resolved that the
Town of Oswego shall hold a special election on Tuesday, May
23, 2000 for the purpose of a public referendum on Proposition
1-2000. Said proposition shall be placed upon the ballot as
follows: "Shall the Oswego Town Board expend the sum of
$375,000.00 to effect the purchase of the property commonly
known as "Nunzi's, tax map #144.19-01-01.000 for the purpose
of establishing a town park?" Be it further resolved that
Voters shall cast a vote of "Yes" to approve the proposition
and a vote of "No" to disapprove the proposition.
Be it further resolved that the official roll of registered
voters shall be the rolls of the Oswego County Board of Elections
for the Town of Oswego as they stand on April 24, 2000. Be it
further resolved that the polling places shall be as follows:

Be it further
resolved that the hours of voting shall be from Noon until 9:00
PM. Moved by Supervisor Tyrie and seconded by Councilor Mahaney.
Amend above, date of election June 6, 2000 and "Shall the
Oswego Town Board expend the sum of $375,000.00 a portion of
which, not to exceed $10,000.00, shall be derived from taxes
levied for the fiscal year the expenditure is to be made.

Motion by Councilor Mullen to table Resolution 64-2000, no second
motion fails.
Resolution 65-2000 Motion by Councilor Mullen
and seconded by Councilor Pratt to allow further public comment.
All ayes motion carried.
Public Comment: Mark AuClair asked questions
about the town fund balances, Carson Road cost and feels we
have an incomplete picture of this project.
Motion to adjourn the special meeting at 8:30 PM by Councilor
Mahaney and seconded by Councilor Pratt. All ayes motion carried.
