The
regular meeting of the Oswego Town Board was held at 7:00 PM
at the Southwest Community Center. The meeting was called to
order by Supervisor Tyrie who opened with the Pledge of Allegiance.

Public
Comment: Resident's commented on the Town Park water
problems and possible solutions, did the town know about the
10% increase in OCWA water bills and what is the town going
to do about it? Questions were raised about the ambulance contract
and rules on committees.
Supervisor's Report: Supervisor Tyrie will
be seeking bid spec's for the Community Center repair, there
will be a comprehensive plan workshop on Monday, June 18th at
7PM. at town hall. The ambulance contract is ready to sign and
thank you to Ed Geers, and Greg Hermann for their help with
the ambulance contract.
Committee Report:
Building Committee: Councilor Mullen reported that the building
committee is waiting for a DEC site plan before they can move
any further.
Recreation Committee: Councilor Mullen reported on the joint
ice cream social with the Town Historical Society on July 10,
2001 in the town park.
Town Clerk's Report: The total fees collected
for May were $2,218.50. The Historical Society will be presenting
Reuel Todd and Charles Sabin as guest speakers on June 20, 2001,
6:30 PM at the Southwest Community Center.
Resolution 2001- 206 Motion by Councilor Mahaney
and seconded by Councilor Mullen to open the public hearing
on proposed Local Law 2001-3, at 7:05 PM. All ayes motion carried.
No public comment on proposed Local Law 2001-3.
Resolution 2001- 207 Motion by Councilor Tierney
and seconded by Councilor Mahaney to close the public hearing
on proposed Local Law 2001-3 at 7:07 PM.
Resolution 2001- 208 Be it resolved that the
Oswego Town Board approves the minutes of the May 14th, regular
meeting and the 5/7 workshop, 5/14 public hearing, 5/22 special
meeting as submitted by the Town Clerk. Moved by Councilor Tierney
and Councilor Mahaney. All ayes motion carried.
Resolution 2001- 209 Be it resolved that the Oswego Town Board
has audited and approves the payment of the following bills:

Motion by
Councilor Mahaney and seconded by Supervisor Tyrie. Mahaney,
Mullen, Tierney, Tyrie aye, Pratt nay.
Unfinished Business:
Resolution 2001- 210 Be it enacted by the Oswego Town
Board that Local Law 2001-02 is hereby declared law within the
Town of Oswego. Be it further enacted that such Local Law reads
as found in attachment A. Moved by Supervisor Tyrie and seconded
by Councilor Mahaney. All ayes motion carried.
Resolution 2001- 211 Be it resolved that the
Oswego Town Rural Cemetery Rate schedule shall be as follows:
Lot Price $425.00 per lot (perpetual care included)
Grave Openings $425.00 per grave ($50.00 additional for Sunday
or holiday)
Foundation Fee .42 per square inch
Be it further resolved that such rates shall become effective
ten (10) days following passage of this resolution. Moved by
Supervisor Tyrie and seconded by Councilor Pratt. 4 ayes, 1
nay Mahaney, Pratt, Tierney, Tyrie aye, Mullen nay.
Resolution 2001- 212 Be it resolved that the
Oswego Town Board adopts the policy for the governance of the
operation of Town Committees found in attachment B. Moved by
Supervisor Tyrie and seconded by Councilor Mahaney. Discussion
followed. Mahaney, Tyrie, aye, Mullen, Pratt, Tierney nay.
Resolution 2001- 213 Be it resolved that the
Oswego Town authorizes the Supervisor to sign the agreement
with the city for the provision of ambulance services to the
Town of Oswego. Be it further resolved that such agreement may
be found in Attachment C, and shall require the Town to make
a $10,000.00 payment to the City of Oswego Chamberlain's Office.
Be it further resolved that the Oswego Town Board extends its
thanks to Greg Hermann and members of the Oswego Town Volunteer
Fire Department for their assistance in this matter. Moved by
Supervisor Tyrie and seconded by Councilor Pratt. All ayes motion
carried.
Resolution 2001- 214 Be it enacted that the
Oswego Town Board amends Local Law Number 1 of 1994 to reflect
the changes presented by the NYS Department of Environmental
Conservation in attachment D. Moved by Supervisor Tyrie, seconded
by Councilor Mahaney. All ayes motion carried.
Resolution 2001- 215 Be it resolved that the
Oswego Town Board authorizes the Supervisor to hire Jennifer
Moon to provide consultant services involving the use of the
WLB accounting program. Be it further resolved that such services
shall be compensated at a rate of $10.00 per hours, not to exceed
ten hours per week, for not more than a period of 10 weeks.
Moved by Supervisor Tyrie and seconded by Councilor Mahaney.

Resolution 2001- 216 Motion by Supervisor
Tyrie and seconded by Councilor Pratt to move into executive
session to discuss personnel issues at 8:04 PM. All ayes motion
carried.
Resolution 2001- 217 Motion by Councilor Mullen
and seconded by Councilor Pratt to resume the regular meeting
at 8:23 PM. All ayes motion carried. Be it resolved that the
Oswego Town Board authorizes the Supervisor to hire________
as Recreation Program director, _______as Assistant Director,
and the following as program staff. This item was removed from
the agenda.
Motion by Councilor Tierney and seconded by Councilor Pratt
to adjourn the regular meeting of the Oswego Town Board at 8:25
PM.
