The
regular meeting of the Oswego Town Board was held at 7:00 PM
at the Southwest Community Center. The meeting was called to
order by Supervisor Tyrie who opened with the Pledge of Allegiance.

Public
Comment: Questions and concerns directed to the Town
Board regarding the ambulance contract, notification of upcoming
elections in writing to town fire department, emergency planning
meeting, sales tax at college, the clean up of cell tower area
on Bunker Hill Road. Further comments regarding the planning
board and the comprehensive plan, the planning board would like
the town board to vote on the comprehensive plan. Questions
on the proposed revision to the subdivision book regarding road
specifications. What is the next step on the road spec's? Is
the audit of town books complete? Why take over the Donovan
Drive Road at this time?
Supervisor's Report: The budget process has
begun, department heads have request form and need to return
them by September 20th . He also checked with the Board of Elections
regarding the question raised about the justice positions and
the law changed by the courts to allow justice position to run
concurrently. There will be a special meeting of the town board
on Saturday, September 15, 2001 at 11:00 am at the town hall.
Town Clerk's Report: Total sales for August
$8,023.68, with $1838.26 being paid to the Supervisor. Correction
to abstract 3, 4, 5, and 7. see attached.
Resolution 2001- 246 Be it resolved that the
Oswego Town Board approves the minutes of the August 2001 regular
board meeting as submitted by the town clerk. Moved by Councilor
Pratt and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 2001- 247 Be it resolved that the Oswego
Town Board adds budget modifications to the agenda. Moved by
Councilor Pratt and seconded by Councilor Mullen. All ayes motion
carried.
Resolution 2001- 248 Be it resolved that the
Oswego Town Board approves the budget modification to line DA5110.4
to DA5142.4 for $2,200.00. Motion by Councilor Mullen and seconded
by Councilor Tierney. All ayes motion carried.
Resolution 2001- 249 Be it resolved that the
Oswego Town Board has audited and approves the payment of the
following bills:

Motion by
Councilor Pratt and seconded by Supervisor Tyrie. 4 ayes, 1
abstain Mahaney, Pratt, Tierney and Tyrie, aye, Mullen, abstain
Resolution 2001- 250 Be it resolved that the
Oswego Town Board accepts with regret the resignation of Zoning
Board of Appeals member Elizabeth Sharkey. Moved by Supervisor
Tyrie and seconded by Councilor Mullen. All ayes motion carried.
Resolution 2001- 251 Be it resolved that the
Oswego Town Board approves the appointment of Robert Baker to
fill the un-expired term of Elizabeth Sharkey on the ZBA. Be
it further resolved that said term shall expire in February
2003. Moved by Supervisor Tyrie and seconded by Councilor Pratt.
All ayes motion carried.
Resolution 2001- 252 Be it resolved that the
Oswego Town Board approves the appointment of Greg Auletta to
fill the un-expired term of Vivian Golding on the Zoning Board
of Appeals. Be it further resolved that said term shall expire
in February 2002. Moved by Supervisor Tyrie and seconded by
Councilor Pratt. All ayes motion carried.
Resolution 2001- 253 Be it resolved that the
Oswego Town Board grants a utility easement to William Hill.
Be it further resolved that the Supervisor is authorized to
execute papers prepared by the Attorney to the Town Board for
the purpose of identifying and permitting the creation of said
easement. Moved by Supervisor Tyrie and seconded by Councilor
Mullen. All ayes motion carried. Be it resolved that the Oswego
Town Board requests review of the Town Comprehensive Plan by
the Town Zoning Board of Appeals. Motion by Councilor Pratt,
seconded by Councilor Mullen. Discussion followed. Councilor
Pratt then withdrew this motion.
Resolution 2001- 254 Be it resolved that the
Oswego Town Board approves the appointment of Shelley Rahn to
serve as Secretary to the ZBA, friendly amendment to add Sandy
Pike to serve as Secretary to the Planning Board. Terms to expire
December 31, 2001. Moved by Supervisor Tyrie, seconded by Councilor
Mullen. 4 ayes, 1 abstain. Mullen, Pratt, Tierney and Tyrie
aye, Mahaney abstain.
Resolution 2001- 255 Be it resolved that the
Oswego Town Board congratulates the Oswego County Town Clerk's
Association on its "Tenth Anniversary". Be it further
resolved that the Town Board applauds the Clerks' Association
for a decade of work to further the interests of the residents
of the 22 Towns in Oswego County. Moved by Supervisor Tyrie,
seconded by Councilor Mahaney. 4 ayes, 1 nay. Mahaney, Mullen,
Tierney, Tyrie aye, Pratt, nay
Resolution 2001- 256 Be it resolved that the
Oswego Town Board approves the dedication of Donovan Drive as
a town road together with a 20' drainage easement. Moved by
Councilor Tierney and seconded by Councilor Pratt. All ayes
motion carried.
Resolution 2001- 257 Be it resolved that the
Oswego Town Board shall hold a public hearing for the discussion
of Proposed Local Law 2001-5, as found in attachment A, on October
15, 2001 at the Southwest Community Center. Be it further resolved
that the hearing would commence at 6:45 PM. Moved by Councilor
Pratt and seconded by Councilor Mahaney. All ayes motion carried.
Public Comment: Questions were raised about
the agenda, thank you and credit should be given to Councilor
Mullen for her effort on the moving forward with the building
committee. What is next with the comprehensive plan? Town Board
members should go to the next planning board meeting to discuss
the comprehensive plan with planning board members.
Motion by Councilor Mullen and seconded by Councilor Tierney
to close the regular meeting at 8:15 PM.
