The
regular meeting of the Oswego Town Board was held on December
9, 2002 at 7:00 PM at the Southwest Community Center. Supervisor
Mullen called the meeting to order with the Pledge of Allegiance.

Town
Clerk Report: December disbursement to the Supervisor
was $606.11 with a total disbursement of $1597.00. Tax bills
will be mailed December 31, 2002.
Supervisor's Report: I would like to thank the people
who braved the coldest night of the year and joined us for
our tree lighting, and to thank Mr. noun for leading us
in song and of course Santa and his elf Mr. Hermann! I will
see what I can do about the weather next year!
The
town is collecting for a needy family and senior citizens
this year. If you would like to donate, call Mrs. Cooper
and she can give you ideas of what is needed.
The
final engineer's report has been filed with the DEC on sleepy
hollow. I am waiting for their reply.
The
assessor's office will be mailing renewal applications for
Star and senior exemptions. If you have any questions please
call Mrs. Hogan at 343-1871
I
am happy to report that we have collected over a thousand
dollars in unpaid ambulance bills. The collection agency
we contracted with seems to be paying off already.
John
Harper, who I have worked with at New York State Dept. of
Taxation and finance, has contacted me. The second fine
levied on the town for non reporting of withholding in 2001
has been put into the tax animosity program and Hopefully
we will also be forgiven that 4000 fine.
I
have received a title to a 1996 ford ft 10 pickup truck
from the Onondaga County Water authority. This vehicle will
be added to the towns inventory and we will replace the
aged cemetery truck in the spring. This truck completes
the agreement with the water authority I negotiated, in
which we received 6000 dollars a year plus one years-retroactive
payment. They will continue to pay $500 a month for space.
We
also had an Ethernet card donated to update the town's computer
system, by Shawn Moon.
The
board met with Karen Noyes from county planning and has
recommended changes to the land use map passed by the towns
planning board. It will now go to the zoning board for any
suggestions, we will then hold a public hearing on the zoning
changes.
The
board will meet on December 27th to pay the last bills of
the year. We will also meet here at the Community center
on Jan 6th for our organizational meeting at 7pm.
I
would like to wish everyone a very happy holiday season,
and thank each member of this board as well as Mrs. Cooper
and Mr. Carter for their dedication to the town and working
together to get things done.
Public Comment: Questions were raised regarding
ambulance fees, budget analysis, marriage license fees, zoning
questions and the web site maintenance.
Resolution 2002- 165 Be it resolved that the
Oswego Town Board approves the bills on abstract 12. General
Fund $14301.68 v 493-554 Highway Fund 18592.82 v 168-187 Franklin/Baylis
Lighting 93.27 v 15 Sleepy Hollow Sewer 515.93 v 28-30 Ontario
Heights Sewer 65.30 v 16 Moved by Supervisor Mullen and seconded
by Councilor Pratt. All ayes motion carried.
Resolution 2002- 166 Be it resolved that the
Oswego Town Board appoints Supervisor Mullen to serve as delegate
to the 2003 annual meeting of the New York State Association
of Towns. Moved by Councilor Pratt and seconded by Councilor
Mahaney. All ayes motion carried.
Resolution 2002- 167 Be it resolved that the
Oswego Town Board grants the Supervisor the authority to make
the necessary budget modifications to close out the 2002 budget
and submit the report to the NYS Comptrollers office. Moved
by Councilor Pratt and seconded by Councilor DeSacia. All ayes
motion carried.
Resolution 2002- 168 Be it resolved that the
Oswego Town Board sets the fee for a marriage license issued
in the Town of Oswego at $25.00 beginning January 1, 2003. Moved
by Supervisor Mullen and seconded by Councilor Mahaney. All
ayes motion carried.
Resolution 2002- 169 Be it resolved that the
Oswego Town Board approves a $2.00 fee to be added to second
notices for non paid tax bills. Moved by Councilor Herrmann,
and seconded by Councilor Pratt. All ayes motion carried.
Resolution 2002- 170 Be it resolved that the
Oswego Town Board approves the towns application for membership
in The New York State Rural Water Association for an annual
fee of $150.00. Moved by Supervisor Mullen and seconded by Councilor
Pratt. All ayes motion carried.
Motion
by Councilor Pratt and seconded by Councilor DeSacia to
close the meeting at 7:30 PM.
