The
organizational meeting of the Oswego Town Board was held on
January 2, 2002 at the Southwest Community Center. Supervisor
Mullen opened the meeting at 6:00 PM with the Pledge of Allegiance.

There was
no report from the Supervisor and Town Clerk this meeting.
Public Comment: No comments.
Old Business: None
Resolution 2002-1 Be it resolved the Oswego Town Council
approves the minutes from the December 19 and 27, 2001 board
meetings. Moved by Councilor Tierney and seconded by Councilor
Mahaney. All ayes motion carried.
Resolution 2002-2 Be it resolved that the Oswego Town
Council approves the appointments and salaries found in attachment
A, it is furthering resolved that these appointments shall run
until December 31, 2002. Moved by Supervisor Mullen and seconded
by Councilor Tierney. All ayes motion carried.
Resolution 2002-3 Be it resolved the Oswego Town Council
designates the Oswego Palladium Times as the official Town newspaper.
Moved by Councilor Pratt and seconded by Supervisor Mullen.
All ayes motion carried.
Resolution 2002- 4 Be it resolved that the Oswego Town
Council designates JP Morgan Chase Bank as the town's depository.
Moved by Supervisor Mullen and seconded by Councilor Pratt.
All ayes motion carried.
Resolution 2002- 5 Be it resolved that the Oswego Town
Council imposes on the Supervisor powers and duties of administration
and supervision of town or special improvement district functions
to be performed on behalf of the Town Board. Moved by Councilor
Tierney and seconded by Councilor DeSacia. All ayes motion carried.
Resolution 2002-6 Be it resolved that the Oswego Town
Council establishes both a Town Clerk and Supervisors Petty
Cash fund of $100.00 each. Moved by Supervisor Mullen and seconded
by Councilor Mahaney. All ayes motion carried.
Resolution 2002-7 Be it resolved that the Oswego Town
Council approves the payroll calendar identified as attachment
B. Moved by Councilor Pratt and seconded by Councilor Tierney.
All ayes motion carried.
Resolution 2002-8 Be it resolved that the Oswego Town
Council approves the holiday calendar identified as attachment
C. Moved by Supervisor Mullen and seconded by Councilor DeSacia.
All ayes motion carried.
Resolution 2002-9 Be it resolved that the Oswego Town
Council will hold monthly town board meetings the second Monday
of each month, at 7:00 PM at the Southwest Community Center
unless such Monday falls on a town celebrated holiday the meeting
will be held on the next Tuesday. Moved by Supervisor Mullen
and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 2002-10 Be it resolved that the Oswego Town
Council authorizes the Supervisor to pay in advance of audit
of claims for public utilities services such as gas, electric,
water, sewer, fuel oil and telephone service as well as for
postage, freight and express charges. Claims for these payments
shall be presented at the next regular meeting for audit. Moved
by Supervisor Mullen and seconded by Councilor Pratt. All ayes
motion carried.
Resolution 2002-11 Be it resolved that the Oswego Town
Council approves the contract for the maintenance of the Town
Web site, such contract to be executed by the Supervisor and
Lisa Stevens, with no increase for 2002. Moved by Supervisor
Mullen and seconded by Councilor Tierney. All ayes motion carried.
Resolution 2002-12 Be it resolved that the Oswego Town
Council establishes the Oswego Town Tax Collectors change drawer
of $250.00. Moved by Councilor Pratt and seconded by Councilor
Mahaney. All ayes motion carried.
Supervisor Mullen asked if the Town Council had any comments
at this time. Councilor Mahaney asked if the board would still
be having monthly workshops? The workshops will be held the
Monday before the regular board meeting at town hall between
4:30 and 5:00 PM starting in February stated Supervisor Mullen.
Councilor Mahaney asked about Sleepy Hollow matter? This will
be discussed at the next board meeting. Supervisor Mullen spoke
about the changes at town hall and invited everyone to stop
by anytime.
Public Comment: The assistant cemetery superintendent
position was not listed on the appointment list. What about
the Truax building and zoning changes?
Motion by Councilor Tierney and seconded by Councilor Mahaney
to adjourn the meeting at 6:30 PM. All ayes motion carried.
