The
regular meeting of the Oswego Town Board was held on June 10,
2002 at the Southwest Community Center at 7:00 PM. Supervisor
Mullen opened with the Pledge of Allegiance. The following members

Town Clerk's
Report: May fees paid to the Supervisor were $927.45, total
for the month $1327.75. The Historical Society held it's Memorial
Day service and is continuing a data base of Veteran's living
and deceased from Oswego Town. Forms may be picked up at Town
Hall.
Supervisor's Report: The board is working on the budget
process starting in July, the recreation program will begin
July 8th for 6 weeks.
Public Comment: Resident's had comments and concerns
regarding residence of town officials. Will Mr.Carson be putting
in the road in Sleepy Hollow now that he has been paid? When
will report be ready for the resident's of Sleepy Hollow?
Resolution 2002-88 Be it resolved that the Oswego Town
Board approves the minutes from the May 13, 2002 Town Board
meeting. Moved by Supervisor Mullen and seconded by Councilor
Mahaney. All ayes motion carried.
Resolution 2002-89 Be it resolved that the Oswego Town
Board approves the bills on abstract 6. Moved by Councilor Pratt
and seconded by Councilor Tierney. All ayes motion carried.

Resolution
2002-90 Be it resolved that the Oswego Town Board appoints
Amy Smith, Amanda Russell, Steven Leaf, Ashley Mears, Derrick
Spanfelner as summer counselors. Moved by Supervisor Mullen
and seconded by Councilor DeSacia. All ayes motion carried.
Resolution 2002-91 Be it resolved that the Oswego Town
Board approves the following budget modifications to the 2002
budget: From A599 Un-appropriated Fund balance to A1910.4 unallocated
insurance $1,514.59, which was not properly budgeted for. Moved
by Supervisor Mullen and seconded by Councilor Tierney. All
ayes motion carried.
Resolution 2002-92 Be it resolved that the Oswego Town
Board directs the Supervisor to sign a three-year sewer agreement
with the City of Oswego for the Ontario Heights Sewer District.
The new rate will be $4.50 per 1,000 gallons beginning June
11, 2002. Be it further resolved the Oswego Town Board thanks
the City of Oswego for their willingness to forgive the rate
increase that they initiated, to have taken effect September
2001. Moved by Supervisor Mullen and seconded by Councilor Pratt.
All ayes motion carried.
Resolution 2002-93 Be it resolved that the Oswego Town
Board authorizes the Supervisor to obtain an estimate for the
survey of the Oswego Town Rural Cemetery. Moved by Councilor
DeSacia and seconded by Councilor Pratt. All ayes motion carried.
Resolution 2002-94 Be it resolved that the Oswego Town
Board authorizes advertisement for bids for the construction
of a new town highway equipment storage and repair facility,
with offices for the Highway Superintendent and staff. Moved
by Councilor Tierney and seconded by Councilor Pratt. All ayes
motion carried.
WHEREAS, pursuant to the requirements of the New York
State Highway Law §142 (4), the Town Superintendent shall provide
a suitable place for housing and storing machinery, tools, implements
and equipment owned by the town and cause the same to be stored
therein, when not in use;
WHEREAS, current highway equipment housing and storage
facilities are presently insufficient in size, location and
quality;
WHEREAS, a suitable facility for the Town's highway machinery,
tools, implements, equipment and staff would be 12,000 +/- square
feet in size and be in accordance with plans for same dated
May 2002; and
WHEREAS, the cost of constructing such a facility is
expected to be in a sum not to exceed $550,000.00;
NOW THEREFORE BE IT RESOLVED by the Town Board of the
Town of Oswego, Oswego County, New York, that bids for the construction
of a new 12,000+/- square foot town highway equipment storage
and repair facility, with offices for the Highway Superintendent
and staff with all such bids to be submitted on or before July
1, 2002, 4:00 PM to the Oswego Town Board and to authorize the
Town Clerk to advertise for such bids in the Palladium Times
with respect for the construction of such facility in compliance
with the plans for same dated May 2002, and stating that any
such bids will be considered by the Town Board on July 1, 2002
at 5:00 PM with the Town Supervisor and Town Board reserving
all rights to reject any and all bids for any reason what so
ever. Further, The Town Board shall reserve the right in the
future to seek any such other and further bids, as the Town
Board deems necessary in its sole discretion. Vote of the Town

Resolution 2002-95 Be it resolved that the Oswego Town
Board authorizes the preparation of an environmental impact
statement with respect to the proposed New Town Highway Equipment
Storage and Repair facility, with offices for the Highway Superintendent
and staff. Moved by Supervisor Mullen and seconded by Councilor
DeSacia.
WHEREAS, this Board, by resolution, has provided for
the construction of a new town Highway equipment storage and
repair facility, with offices and facilities for the Highway
Superintendent and staff; and
WHEREAS, prior to the construction of same an Environmental
Impact Statement is required to be prepared by the Lead Agency
herein;
NOW THEREFORE BE IT RESOLVED by the Town Board of the
Town of Oswego, County of Oswego, New York shall, as Lead Agency,
prepare and file the appropriate Environmental Impact Statement
with respect to the construction of such highway equipment storage,
repair and office facility. This resolution shall take effect

Resolution 2002-96 Be it resolved that the Oswego Town
Board schedules a public hearing on July 8, 2002 at 6:30 PM
at the Southwest Community Center for the purpose to consider
public need and finance method for the new Town Highway equipment
storage and repair facility, with offices and facilities for
the Highway Superintendent and staff. Moved by Councilor Tierney
and seconded by Councilor DeSacia. All ayes motion carried.
Motion by Councilor Pratt and seconded by Councilor Mahaney
to close the regular meeting of the Oswego Town Board at 7:35
PM. All ayes motion carried.
