The
regular meeting of the Oswego Town Board was held on March 11,
2002 at the Southwest Community Center. Supervisor Mullen opened
with the Pledge of Allegiance at 7:00 PM. Roll call was taken
with the following members present:

The Historical Society will host a presentation on the Oswego
City Poor House at Fall Brook on Thompson Rd. March 14th at
7:00 PM. Historian Justin White will be the presenter.
Supervisor's Report: The Carson road case has been settled,
Supervisor Mullen met with SUNY Oswego officials regarding the
ambulance contract billing issues. She met with OCWA and has
received retro pay for rental of office space at town hall.
Councilor Mahaney will be the liaison between the ZBA, Planning
and Town Board. A new refrigerator has been purchased for the
Senior Citizens for use at the Southwest Community Center.
Public Comment:Questions and concerns from the public
were as follows: did the town board vote to hire Barton and
Loguidice, are all the board members up to speed with Sleepy
Hollow problems, if a person can not hook up to the current
sewer district will the rest of the people in Sleepy Hollow
have to pay? The 3 tables the seniors donated are here. Comments
regarding the ability of the current supervisor were voiced.
How does one go about getting a streetlight set up in or around
where they live?
Resolution 2002-43 Be it resolved that the Oswego Town
Board approves the minutes from the February 11, 2002 town board
meeting. Moved by Supervisor Mullen and seconded by Councilor
Tierney. All ayes motion carried.
Resolution 2002- 44 Be it resolved that the Oswego Town
Board approves the bills on abstract #3. Moved by Councilor
Mahaney and seconded by Councilor DeSacia. All ayes motion carried.

Resolution
2002- 45 Be it resolved that the Oswego Town Board approves
the attendance of Town Officials to the 13th Annual Local Government
Conference at Jefferson Community College, April 11, 2002. Moved
by Supervisor Mullen and seconded by Councilor Mahaney. All
ayes motion carried.
Resolution 2002- 46 Be it resolved that the Oswego Town
Board shall hold a public hearing on April 8, 2002 at 7:05 PM
at the Southwest Community Center for the purpose of discussion
of Proposed Local law 2002-2 Home- improvement Exemptions to
Lower Property-taxes (HELP) friendly amendment to add tax deferment
plan. Moved by Supervisor Mullen and seconded by Councilor Tierney.
All ayes motion carried.
Resolution 2002- 47 Be it resolved that the Oswego Town
Board will receive sealed bids on a 1989 Ford ¾ ton, 4 wheel
drive pickup truck, and a 1994 ¾ ton Chevrolet pickup truck.
Bids due on March 28th by 12:00 Noon at the Oswego Town Clerk's
office, 2320 Co. Rt. 7. Bids will be opened at 4:00 PM, March
28th in the Clerk's office. The Oswego Town Board reserves the
right to reject any and all bids. Moved by Councilor DeSacia
and seconded by Councilor Pratt. All ayes motion carried.
Resolution 2002-48 Be it resolved that the Oswego Town
Board authorizes the Town Highway Superintendent to order on
State Bid a 2002 ¾ ton pickup truck to be paid with the surplus
from the 2001 highway budget and from the sale of equipment
and funds from the 2002 highway equipment budget. Friendly amendment
to add: subject to the final approval of this board at the
next meeting April 8, 2002. Moved by Councilor DeSacia and
seconded by Councilor Tierney. All ayes motion carried.
Resolution 2002- 49 per attached Carson vs Town of Oswego.
Motion by Councilor Tierney and seconded by Councilor Pratt.
All ayes motion carried. Resolution 2002- 50 Motion by Supervisor
Mullen and seconded by Councilor DeSacia to add an agenda item.
All ayes motion carried.
Resolution 2002- 51 Be it resolved that the Oswego Town
Board will hold a public hearing on April 8, 2002 at 6:45PM
at the Southwest Community Center regarding the adoption of
an Ordinance for Storm Water Management and Erosion Control.
Also a public hearing will be held on April 8, 2002 at 6:30
PM at the Southwest Community Center for discussion on Proposed
Local Law 2002-1 which shall be known as the Town of Oswego
Sewer Use Law. Moved by Supervisor Mullen and seconded by Councilor
Pratt. All ayes motion carried.
Supervisor Mullen asked if there was any public comment regarding
the above additions to the agenda? It was suggested that letters
go out to all Sleepy Hollow and Ontario Heights resident's regarding
these public hearings.
Motion by Councilor Tierney and seconded by Councilor Mahaney
to adjourn the regular meeting at 7:40 PM. All ayes motion carried.
