The
meeting of the Oswego Town Board was held on December 8, 2003
at the Southwest Community Center at 7:00 PM. Supervisor Mullen
opened the meeting with the Pledge of Allegiance and roll call
was taken with the following members present:

Town
Clerk's Report: November fees paid to the Supervisor
were $753.19, total for month $1833.40. Dog census is complete
for this year, most of the side roads were complete. Tax bills
will be mailed on December 31, 2003. Town Clerk’s office
closed for year-end closing of books and tax preparation from
12/24 to 12/31. The assessor’s office will be open.
Supervisor's Report: The Town had a wonderful
tree lighting ceremony this year, Thank you to our Elf Mr. Herrmann
for delivering the man from the north right on time to so many
waiting children. This year the recreation committee joined
forces with the Oswego Center Methodist church. And the event
grew! Thanks to, Pat Dennison for her coordination with our
recreation committee. I would like to say special thank you
to the people at Emerald Mist Tree farm for the donation of
the town tree again this year. To Mr. Mullen for putting it
up, and to Mr. DeSacia, Mark Cooper, Bill Jackson and Scott
Anesko for taking time from their day to help when it blew over
in the windstorm the day before the lighting.
We are scheduled for the walk through of the highway garage
on Friday morning. (Called a punch out) I will be in touch with
board members, if all goes according to the schedule and hope
they will be able to attend.
The chemistry continues to be good at the Sleepy Hollow sewage
treatment plant.
On tonight’s agenda we will be signing with Life Safety
consultants for code and zoning enforcement. We have had very
positive results and substantial savings with this company.
I am leaving for a trip to Australia to attend my sons wedding
on the 26th, Mr. Pratt my deputy supervisor, will be holding
the year-end meeting to make sure all 2003 bills are paid. Mr.
Pratt has been my deputy during my first term as supervisor,
he was always there when I needed him, and kept up on things
and could step in at a minute’s notice. I express my deep
appreciation to him for his willingness to serve the town of
Oswego, when it sometimes is a thankless job. This board will
miss him very much, and I want him to know that when I looked
to my left and he was there, I always drew strength from him,
we did not agree on everything but that never stopped our communication.
Now I will be looking to my right, as I have appointed Mr. DeSacia
as my deputy for 2004. Mr. DeSacia has always been willing to
jump in and help out in any situation, and he will be taking
over for me while I am away in January. I am confident that
the town will be in good hands.
Mrs. Carol Pritchard will be taking over Mr. Pratt’s seat
on the board and we welcome her and are thankful that she would
like to serve the town of Oswego.
Mrs. Mahaney has retained her seat and we are very happy to
see her smiling face.
Public Comment: Question regarding Life Safety
Consultants fees for next year, did they do up?
Resolution 2003- 130 Be it resolved that the
Oswego Town Board approves the minutes from the November 10th
regular meeting and the November 25th special meeting. Moved
by Councilor Pratt and seconded by Councilor Mahaney. All ayes
motion carried.
Resolution 2003- 131 Be it resolved that the
Oswego Town Board signs the contract for 2004 with Life Safety
Consultant at $10, 400.00 per year. Moved by Councilor Mahaney
and seconded by Councilor DeSacia. All ayes motion carried.
Resolution 2003- 132 Be it resolved that the
Oswego Town Board approves a $2.00 second notice fee for the
2004 tax bills. Moved by Councilor Pratt and seconded by Councilor
Mahaney. All ayes motion carried.
Resolution 2003- 133 Be it resolved that the
Oswego Town Board authorizes the supervisor to make the necessary
budget modifications for year end. Moved by Councilor Pratt
and seconded by Councilor Herrmann. All ayes motion carried.
Resolution 2003- 134 Be it resolved that the
Oswego Town Board approves the bills on Abstract 12. Moved by
Councilor Herrmann and seconded by Mahaney.

Resolution
2003- 135 Be it resolved that the Supervisor appoints
Tim DeSacia as Deputy Supervisor effective January 1, 2004.
Be it further resolved that the Oswego Town Board accepts such
appointment. Moved by Councilor Pratt and seconded by Supervisor
Mullen. All ayes motion carried.
Resolution 2003- 136 Be it resolved that the
Oswego Town Board schedules the year end meeting for December
30, 2003 at 6 PM at the town Hall. All ayes motion carried.
Resolution 2003- 137 Be it resolved that the
Oswego Town Board schedules the January organizational meeting
for January 5, 2004 at 7 PM at the Southwest Community Center.
Moved by Supervisor Mullen and seconded by Councilor DeSacia.
All ayes motion carried.
Councilor Pratt wished to thank all the great people he has
worked with the past 4 years, and especially the past two years.
He is confident Mrs. Mullen will continue to do a good job for
the town.
Motion by Councilor Pratt and seconded by Councilor Mahaney
to close the meeting at 7:15 PM.
