The
regular meeting of the Oswego Town Board was held February
10, 2003 at the Southwest Community Center. Supervisor Mullen
opened the meeting at 7:00 PM with the Pledge of Allegiance.

Town Clerk's Report: The total taxes collected
to date $1,607,836.65. On January 15, 2003 $95,000.00 which
represents partial payment of Highway Fund was paid to the
Supervisor. On February 5, 2003 the following amounts were
paid to the Supervisor:

Total Town
Clerk fees collected for January was $583.50 and paid to the
Supervisor was $484.86. I won a scholarship from the Oswego
County Town Clerk’s Association for $100.00 which will
be used to off set expenses for my Annual Town Clerk’s
Association trip in April to Buffalo, NY.
Supervisor's Report:
Town Board members and the engineers from B & L held a
meeting with
Residents from sleepy hollow sewer district, updating residents
on the plan for rehabilitation of their sewer district. Specs
are being prepared for the rehabilitation of the manholes
and this project will go out to bid in March.
Dye testing will be performed by New York Rural water on homes
reported to have clean water hookups to the sewers. These
dye tests will confirm or disprove the engineers findings,
and will clarify possible problems.
The Town Board recently met with our architect for town garage.
The project will be put out for re-bid. We are hoping for
an April time frame on acceptance of bids.
The Financial Report for 2002 has been completed and submitted
to the State Comptrollers office. I am very happy to report
that we only had a few modifications this year. The town is
in good shape financially, and as of December 31st we have
a fund balance of $403.076.00.
As you all know we have had a brutal winter and our over time
is getting up there. My budget officer has reported to the
Board and the Highway Superintendent the costs so far this
winter. We are keeping a very close eye on our budgets.
We have to remember that in 12 years the town loses a major
source of income, from Metropolitan Water, and that money
needs to be made up. No longer can this town use it's surplus
to operate. We will not be caught short by not planning for
the future.
Public Comment: The public had questions
and concerns regarding the snow removal charges and the money
received from the County. The roads are in good shape. How
much is the town saving having the new building consultants
hired this year? Where does the cemetery superintendent live?
Questions were asked about the town clerk’s trip approval/acknowledgement
on the agenda.
Resolution 2003-23 Be it resolved that the
Oswego Town Board approves the minutes from the January 6,
2003 Town Board meeting. Moved by Councilor Mahaney and seconded
by Councilor DeSacia. All ayes motion carried.
Resolution 2003-24 Be it resolved that the
Oswego Town Board approves the bills on abstract #2.

Resolution 2003- 25 Be it resolved that the Oswego
Town Board approves the following schedule of Senior Citizen

Resolution 2003- 26 Be it resolved that the
Oswego Town Board approves the following budget modification:
Inter-fund transfer from General Fund to the New Highway Garage
Capital Project in the amount of $3,865.53. Moved by Supervisor
Mullen and seconded by Councilor Herrmann. All ayes motion
carried.
Resolution 2003- 27 Be it resolved that the Oswego
Town Board acknowledges the Town Clerk attendance at the NYSTCA
conference in Buffalo, NY in April. Moved by Supervisor Mullen
and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 2003- 28 Be it resolved that the
Oswego Town Board appoints Stephanie Conn as Planning Board
Secretary. This appointment to run until December 31, 2003
and is compensated at $10.00 an hour. Moved by Supervisor
Mullen and seconded by Councilor DeSacia. All ayes motion
carried.
Resolution 2003- 29 Be it resolved that the
Oswego Town Board authorizes the Supervisor or the Town Clerk
to sign Certificates of Occupancy issued in conjunction with
Life Safety Consultants. Moved by Supervisor Mullen and seconded
by Councilor Mahaney. All ayes motion carried.
Motion by Councilor Mahaney and seconded by Councilor DeSacia
to adjourn the regular meeting of the Oswego Town Board at
7:45 PM. All ayes motion carried.
