The
meeting of the Oswego Town Board was called to order by Supervisor
Mullen on July 14, 2003 at the Southwest Community Center
at 7:00 PM. Roll call was taken and the Pledge of Allegiance
was recited.

Town
Clerk’s Report: Fees to the Supervisor for
June were $1695.21 total for the month was $2221.70. Final
tax interest money of $497.98 was given to the Supervisor
on 6/30/03. The dog census has begun. Correction of numbering
on abstract 6 SS-2, should be 5 not 13.
Supervisor's Report: The highway garage is
progressing, footers and walls are up, Life Safety has made
many inspections of the progress.
Mr. Carter, Mr. Hermann and I met with FEMA, Mr. Carter is
processing all the paperwork for reimbursement for the Ice
Storm, he has kept excellent records and the town should be
getting all that is due us.
The recreation program begins tomorrow and runs through 8-15-03.
To save on expenses parent volunteers will be working with
Mrs. Cheryl Geers this year. Mrs. Cooper has been to a class
on Bike Rodeo’s and will be working with Mrs. Geers
on that special program.
We have been working on planning and zoning and Mrs. Mahaney
will hold another meeting on the July 23, 2003 at 6;30 PM
at the community center.
Bids on the Sleepy Hollow Sewer Rehabilitation will be opened
on July 22nd @ 10 am.
New pumps are in and working well, the plant has been meeting
its SPEDES permit for the first 6 mo. of the year, except
for flow rates, which we are working on. G&G wastewater
have been doing a wonderful job, keeping the plant in compliance
with the DEC’s consent order.
The Historical Society and Recreation Committee had a very
successful ice cream social and band concert.
Mr. Hogan and I have been working on the budget for next year,
I want to remind everyone that in 12 years we will no longer
be getting the 185 thousand dollar payment from Metropolitan
Water Authority. We will need to make that money up and I
would like to start now, and not wait for a huge tax increase….Baby
steps!…
I have been looking at the cemetery and tonight will propose
a few changes in operation.
Mr. Reeves is drawing up an operation and maintenance schedule
for the cemetery also.
Thank you to Mr. DeSacia for putting up the new railings at
this building.
Public Comment: Questions regarding the clerk
of works for the new highway garage, how many bids did the
town receive for the clerk of the works position?
Should the new rules for the cemetery include a specific date
for opening and closing of the cemetery? Also will all new
cemetery lot owners be getting these rules when they purchase
plots?
Resolution 2003- 78 Be it resolved that the
Oswego Town Board approves the minutes from the June 9, 2003
town board meeting. Moved by Councilor Pratt and seconded
by Councilor Mahaney. All ayes motion carried.
Resolution 2003- 79 Be it resolved that the
Oswego Town Board approves the bills on abstract 7. Moved by
Councilor DeSacia and seconded by Councilor Herrmann. All ayes
motion carried.

Resolution
2003- 80 Be it resolved that the Oswego Town Board
appoints Judy Sabin-Watson as Chairman of the Planning Board.
This appointment will run through 12-31-2003. Moved by Supervisor
Mullen, seconded by Councilor Mahaney. All ayes motion carried.
Resolution 2003- 81 Be it resolved that the
Oswego Town Board acknowledges Justice Jung and his court clerk
will attend mandatory Justice and Clerk Court schools, from
7/20-22/2003 at SUNY Potsdam. Moved by Supervisor Mullen, seconded
by Councilor DeSacia. All ayes motion carried.
Resolution 2003- 82 Be it resolved that the
Oswego Town Board adopts Rules and Regulations for lot owners
in the Oswego Town Rural Cemetery. Attachment A. Moved by Supervisor
Mullen and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 2003- 83 Be it resolved that the
Oswego Town Board sets the rate schedule for Oswego Town Rural
Cemetery, attachment B. Moved by Supervisor Mullen and seconded
by Councilor DeSacia. All ayes motion carried.
Resolution 2003- 84 Be it resolved that the
Oswego Town Board approves the Inter-fund transfer of interest
from the Sleepy Hollow Sewer Capital Project in the amount of
$12.77 from HA-02 to SS1-201, Sleepy Hollow Sewer. All ayes
motion carried.
Resolution 2003- 85 Be it resolved that the
Oswego Town Board approves the following budget modifications:
Interfund transfer for cemeteries machinery $3284.27 from TE
(town expendable trust account cemetery) to A8810.4 cemetery
contractual. A1990.4 contingency to A1910.4 unallocated insurance’s
$427.00. Moved by Councilor DeSacia, seconded by Councilor Herrmann.
All ayes motion carried.
Resolution 2003- 86 Be it resolved that the
Oswego Town Board refunds application fee to Mr. Paul Haines
for a zoning hearing that will not be held. Moved by Supervisor
Mullen, seconded by Councilor Herrmann. All ayes motion carried.
Resolution 2003- 87 Be it resolved that the
Oswego Town Board will hold a public hearing on August 11, 2003
at 6:55 PM at the Southwest Community Center to hear interested
parties for or against changing the scope of duties of the Planning
and Zoning Boards as defined in the Land Use Control and District
Regulations Ordinance of the Town of Oswego, New York. Moved
by Supervisor Mullen, seconded by Councilor Mahaney. All ayes
motion carried.
Resolution 2003- 88 Be it resolved that the
Oswego Town Board directs the Supervisor to sign the planned
maintenance agreement with Penn Power Systems in the amount
of $720.00 for inspection and maintenance of the generator for
the Ontario Heights Sewer District. Moved by Councilor DeSacia.
seconded by Supervisor Mullen. All ayes motion carried.
Resolution 2003- 89 Be it resolved that the
Oswego Town Board appoints Jeff Adkins, to fill out the remainder
of the year as Webmaster at $42.67 a month. Moved by Councilor
Herrmann, seconded by Councilor DeSacia. All ayes motion carried.
Resolution 2003- 90 Be it resolved that the
Oswego Town Board appoints Mrs. Cheryl Geers as Recreation Director,
and Dog enumerator. Moved by Supervisor Mullen, seconded by
Councilor DeSacia. All ayes motion carried.
Motion by Councilor Mahaney and seconded by Councilor Pratt
to adjourn the regular meeting of the Oswego Town Board at 7:20
