The
meeting of the Oswego Town Board was called to order by Supervisor
Mullen at 6:55 PM. Roll call was taken and the Pledge of Allegiance
was recited.

Hearing:
Resolution 2003- 66 Be it resolved that the Oswego
Town Board opens the public hearing at 6:55 PM to hear all
interested parties for or against proposed Local Law 2003-3,
“amending the Town of Oswego Subdivision regulations,
section 5, subtitled standards for road design” Article
3a. All new subdivision roads must meet a minimal surface
standard of two (2) coats of oil and stone equal to or above
current NYS standards. Moved by Councilor Pratt and seconded
by Councilor Mahaney. All ayes motion carried.
Town Resident Ken Smith spoke against this, he felt it should
be the developer responsibility to pave the road before it
becomes a town road. Councilor Pratt spoke on behalf of this
local law that was presented by the planning board as a step
forward. Councilor Mahaney would like it to go a step further.
Resolution 2003- 67 Be it resolved that the
Oswego Town Board closed the public hearing at 6:57 PM. Moved
by Councilor Pratt and seconded by Supervisor Mullen. All
ayes motion carried.
Three minute recess.
Town Clerk Report: Fees to the Supervisor $1415.48, total
for the month of May $1835.50. Thank you to all who attended
the Historical Society Memorial Day Service.
Supervisor's Report: The town will be holding a modified recreation
program this year in the park weather permitting. Parent Volunteers
will be working in the program this year. I will be discussing
the possibility of combining with the Town of Minetto next
year to save funds. Minetto has much better facilities for
running a summer program.
The Town of Oswego has received its tentative state equalization
rate for 2003, again this year the town equalized at 100 percent
value. This means the town is being assessed at the correct
value. These assessments are based on CURRENT market value.
The start date for construction is scheduled for June 15h
for the Highway Garage.
The pumps have been installed and are working well at Sleepy
Hollow
Specifications for rehabilitation of sewers is complete and
have been sent into the DEC for approval…. as soon as
I receive them I will put this project out to bid.
Mr. Carter and I will be meeting with FEMA next week to start
the paperwork for reimbursement from the ice storm.
I worked with the Assistant DA to set up community service
through the courts to work in our cemetery, highway, and park.
I would like to thank the cemetery crew for all their effort
in getting the cemetery in good shape for the historical societies’
Memorial Day program.
The supervisor’s office will have shortened hours during
July and August.
We will be closed Thursday and Friday at 1:00
I would like to say a very special thank you to Mr. Pratt
and Mrs. Cooper for stepping in during my illness.
Resolution 2003-68 Be it resolved that the
Oswego Town Board approves the minutes from the May 12, 2003
town board meeting. Moved by Councilor Pratt and seconded
by Councilor Mahaney. All ayes motion carried.
Resolution 2003- 69 Be it resolved that the
Oswego Town Board approves the bills on abstract 6. Moved
by Councilor Herrmann and seconded by Councilor DeSacia. All
ayes motion carried.

Resolution
2003- 70 Be it resolved that the Oswego Town Board
accepts the resignation of Robert Cook, Planning Board member,
and thanks Mr. Cook for his years of service to the Town of
Oswego. Moved by Supervisor Mullen and seconded by Councilor
Mahaney. All ayes motion carried.
Resolution 2003- 71 Be it resolved that the
Oswego Town Board appoints Robert Smith to serve as an alternative
to the Planning Board. Moved by Supervisor Mullen and seconded
by Councilor Pratt. All ayes motion carried.
Resolution 2003- 72 Be it resolved that the
Oswego Town Board appoints Jennifer Moon to serve as Planning
Board Secretary, term to expire 12/31/2003. Moved by Councilor
Pratt and seconded by Councilor DeSacia. All ayes motion carried.
Resolution 2003- 73 Be it resolved that the
Oswego Town Board adopts proposed Local Law 2003-3 “amending
Section 5 of the Oswego Town Subdivision Regulations, subtitled
standards for road design””. Moved by Councilor
Pratt and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 2003- 74 Be it resolved that the
Oswego Town Board appoints Richard Merritt Jr. as dog enumerator.
Moved by Supervisor Mullen and seconded by Councilor DeSacia.
All ayes motion carried.
Resolution 2003- 75 Be it resolved that the
Oswego Town Board sets a public hearing to hear all interested
parties for or against proposed Local Law 2003-4, a local
law to decrease the membership from seven to five of the planning
board to take effect upon the next two expirations of terms.
Moved by Supervisor Mullen and seconded by Councilor Mahaney.
All ayes motion carried.
Resolution 2003- 76 Be it resolved that the
Oswego Town Board adds to the agenda. Moved by Supervisor
Mullen and seconded by Councilor DeSacia. All ayes motion
carried.
Resolution 2003- 77 Be it resolved that the
Oswego Town Board directs the Supervisor to sign the ambulance
contract with the City of Oswego at the same rate as 2002.
Moved by Supervisor Mullen and seconded by Councilor Herrmann.
All ayes motion carried.
Motion by Councilor Mahaney and seconded by Councilor DeSacia
to close the regular meeting of the Oswego Town Board at 7:20
PM.
