The regular meeting of the Oswego Town Board was held March 20, 2003 at the Southwest Community Center. Deputy Supervisor Richard Pratt opened the meeting at 7:00 PM with the Pledge of Allegiance. Roll call was taken with the following members present:

Supervisor Mullen was excused from the meeting.

Town Clerk's Report: The total taxes collected to date $1,958,266.38. Town clerk fees paid to the Supervisor $473.68 total for month of February $573.50.

The Oswego Town Historical Society will host a presentation by Justin White, town historian on Wednesday, March 19th at 6:30 PM at the Southwest Community Center. All are welcome. The second notices for tax bills will be sent out on March 15th, this year a $2.00 late fee is included.

Resolution 2003-30 Be it resolved that the Oswego Town Board approves the minutes from the February 10, 2003 Town Board meeting. Moved by Councilor Mahaney and seconded by Councilor DeSacia. All ayes motion carried.

Resolution 2003-31 Be it resolved that the Oswego Town Board approves the bills on abstract #3.

Resolution 2003-32 Be it resolved that the Oswego Town Board approves the following polling sites:
District 1

Moved by Councilor Pratt and seconded by Councilor Mahaney. All ayes motion carried.

Resolution 2003-33 Be it resolved that the Oswego Town Board approves the dog contract with Oswego City Animal Shelter (attachment A.) Moved by Councilor DeSacia and seconded by Councilor Pratt. All ayes motion carried.

Resolution 2003-34 Be it resolved that the Oswego Town Board approves the following budget modifications to the 2003 budget:

*Inter fund transfer from General Fund to Capital Projects Fund in the amount of $3529.09.
*Inter fund transfer from General Fund to Capital Projects Fund in the amount of $4,381.50.
*Inter fund transfer from General Fund to Capital Projects Fund in the amount of $578.17.

Moved by Councilor DeSacia and seconded by Councilor Pratt. All ayes motion carried.

Resolution 2003-35 Be it resolved that the Oswego Town Board approves the use of the Southwest Community Center for voting on the Oswego City School District budget on May 20, 2003. Moved by Councilor Mahaney and seconded by Councilor Herrmann. All ayes motion carried.

Resolution 2003-36 Be it resolved that the Oswego Town Board approves the appointment of Robert Baker and Brad Livesey to the Zoning Board of Appeals with expiration dates of 2007 and 2008 respectively. Moved by Councilor Pratt and seconded by Councilor Mahaney. All ayes motion carried.

Resolution 2003-37 Be it resolved that the Oswego Town Board approves the appointment of Judy Sabin-Watson to the Planning Board with expiration date of 2010. Moved by Councilor Mahaney and seconded by Councilor Pratt. All ayes motion carried.

Resolution 2003-38 Be it resolved that the Oswego Town Board approves the following dates of community activities:

Easter Egg Hunt
Ice Cream Social

Moved by Councilor Mahaney and seconded by Councilor Pratt. All ayes motion carried.

Resolution 2003-39 Be it resolved that the Oswego Town Board approves a $50.00 refund to Paul Connolly. Moved by Councilor Pratt and seconded by Councilor DeSacia. All ayes motion carried.

Councilor Mahaney announced the joint meeting of the ZBA, Planning, and building and codes inspector will be held at 6:30 PM March 20, 2003 at the Southwest Community Center. Everyone is welcome.

Motion by Councilor Pratt and seconded by Councilor Mahaney to adjourn The regular meeting of the Oswego Town Board at 7:15 OM.
