The
regular meeting of the Oswego Town Board was held on April 5,
2004 at the Oswego Town Hall. Supervisor Mullen called the meeting
to order at 7:00 PM with the Pledge of Allegiance. Roll call
was taken with the following members present:

Town
Clerk’s Report: Tax collection is over and 190
parcels will be returned to the County Treasurer as unpaid in
the amount of $182,829.38. March fees to be paid to the Supervisor
is $1588.23, total for the month $1698.90.
Supervisor's Report: The town recreation committee
will hold our annual Easter egg hunt on Saturday April 10th
at 11 am, for children up to 10 years old. We have made improvements
to the hunt this year, we will have a separate area for the
little ones. We are expecting a visit from the Easter Bunny
also.
The cemetery will open weather permitting on April 19th, jobs
have been advertised and Mr. Pratt and Mr. Knopp will be holding
interviews tomorrow.
Tonight we will hold a public hearing on updating our town ordinance
on the enforcement of NY State building and fire code.
I have met with two insurance carriers and will meet with one
more on Thursday for the towns insurance, I am expecting a very
good savings for the taxpayer by getting quotes from more companies.
I will be meeting with the USDA to talk to about the possibility
of ways to fund a municipal building. I have also met with two
engineering companies for quotes on the very preliminary stage
of a municipal building and will share them with the board when
I receive the quotes.
Tonight we will be signing the highway agreement, Mr. Carter
has met with board members and given us his intentions for this
year. He is hoping to repave Lakeshore Road this year. Mr. Carter
has completed all our paperwork with FEMA for reimbursement
for the latest storm.
Tonight we will also be awarding the contract for mowing town
property. I received 3 quotes for services and have been able
to save about 7 percent from the price of last year.
Also on tonight’s agenda is the contract with the city
of Oswego for ambulance service, the contract amount is holding
at last years rate.
Hopefully we will be completing the Dog Census that was started
last year. This census located many unlicensed dogs in the town.
It has come to my attention that our town clerk has hit a mile
stone in age last week, and we all wish her a very happy birthday
and welcome her to the exclusive “50” club!
Public Hearing:
Resolution 2004- 41 Be it resolved that the Oswego
Town Board opens the public hearing at 7:05 PM to hear all interested
parties for or against Proposed Local Law 1-2004 that would
update the 1984 Ordinance of the Town of Oswego, NY for administration
and enforcement of the NYS Uniform Fire Prevention & Building
Code. Moved by Councilor Pritchard, seconded by Councilor Mahaney.
All ayes motion carried.
No Comment on Proposed Local Law 1-2004.
Resolution 2004- 42 Be it resolved that the
Oswego Town Board closes the public hearing at 7:06 PM on Proposed
Local Law 1-2004. Moved by Supervisor Mullen and seconded by
Councilor Herrmann. All aye motion carried.
Public Comment: Residents had comments and
questions concerning the building of offices for the town judges
at the Oswego Town Fire Station. Questions and comments were
both for and against this project.
Superintendent of Highway Leon Carter stated all FEMA paper
work has been filed and we should be getting a check around
$11 to $12,000.00.
Resolution 2004- 43 Be it resolved that the
Oswego Town Board approves the minutes from the March 8, 1004
town board meeting, and the March 19, 2004 workshop. Moved by
Councilor DeSacia, and seconded by Councilor Mahaney.
All ayes motion carried.
Resolution 2004- 44 Be it resolved that the
Oswego Town Board approves the bills on abstract 4.

Supervisor Mullen and seconded by Councilor Pritchard. All ayes
motion carried.
Resolution 2004- 45 Be it resolved that the
Oswego Town Board appoints Greg Mills to serve as Zoning Board
Chairman, and thanks Mr. Mills for his willingness to serve
the Town of Oswego, the term to expire December 31, 2004. All
ayes motion carried.
Resolution 2004- 46 Be it resolved that the
Oswego Town Board acknowledges the Highway Superintendent’s
attendance at highway school in Ithaca, NY, June 7th –9th.
Motion by Supervisor Mullen and seconded by Councilor Mahaney.
All ayes motion carried.
Resolution 2004- 47 Be it resolved that the
Oswego Town Board changes the hourly rate of pay for the Cemetery
Superintendent and the Assistant Superintendent. Decrease Superintendent’s
hourly wage $.50 an hour and increase the Assistant Superintendent
by $.50 an hour. This change is for 2004 only. Moved by Supervisor
Mullen and seconded by Councilor DeSacia. All ayes motion carried.
Resolution 2004- 48 Be it resolved that the
Oswego Town Board contracts with Rich Lawns, Inc. for mowing
the town park, Sleepy Hollow Sewage Treatment Plant and the
Community Center. Moved by Councilor DeSacia, seconded by Councilor
Herrmann. All ayes motion carried.
Resolution 2004- 49 Be it resolved that the
Oswego Town Board signs the highway contract with the Superintendent
of Highways. Moved by Councilor Pritchard and seconded by Councilor
Herrmann. All ayes motion carried.
Resolution 2004- 50 Be it resolved that the
Oswego Town Board directs the Supervisor to sign the Ambulance
contract with the city of Oswego, for $10,000.00. The same rate
as 2003. Moved by Supervisor Mullen and seconded by Councilor
Herrmann. All ayes motion carried.
Resolution 2004-51 Be it resolved that the Oswego Town
Board supports the elimination of the sunset provision of the
Local Government Records Management Improvement Fund, and the
Cultural Education Fund in order to make the LGRMIF and PEF
permanent. Moved by Supervisor Mullen and seconded by Councilor
Pritchard. All ayes motion carried.
Resolution 2004- 52 Be it resolved that the
Oswego Town Board continues the dog census that was started
in 2003, and hires Mr. William Jackson to complete it, using
the same formulas set up in 2003. Moved by Councilor Pritchard
and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 2004- 53 Be it resolved that the
Oswego Town Board directs the Supervisor to purchase the Town
of Oswego insurance with the lowest qualified proposal. Moved
by Councilor Pritchard and seconded by Councilor Mahaney. All
ayes motion carried.
Resolution 2004- 54 Be it resolved that the
Oswego Town Board adopts Local Law 1-2004, a local law providing
for the administration and enforcement of the NYS uniform fire
prevention and building code. Moved by Councilor Mahaney and
seconded by Supervisor Mullen. All ayes motion carried.
Resolution 2004- 55 Be it resolved that the
Oswego Town Board brings Resolution 2004- 40 back to the table
for discussion. Moved by Councilor DeSacia, seconded by Councilor
Pritchard. All ayes motion carried.
Resolution 2004- 56 Be it resolved that the
Oswego Town Board builds a room for the town justices and court
room with the Oswego Town Fire District the cost not to exceed
$28,000.00 with use thereof pursuant to a written memorandum
to be signed and executed by the Supervisor setting forth it’s
agreement with the Oswego Town Fire District. Moved by Councilor
DeSacia and seconded by Councilor Pritchard. 3 ayes,
1 nay, 1 abstain.
