The
regular meeting of the Oswego Town Board was held on December
13, 2004 at the Oswego Town Hall. Supervisor Mullen called the
meeting to order at 7:00 PM with the Pledge of Allegiance. Roll
cal was taken with the following members present:

Town
Clerk’s Report: November fees paid to the Supervisor
$946.92, total for the month $2196.50. There was a correction
to abstract 11, DA new total $17323.36.
Supervisor's Report: The town will sign contract
agreement with G & G Wastewater for the maintenance of Sleepy
Hollow Sewer District. The sewer treatment plant is running
within the limits required by the DEC. I would like to thank
the following people who helped make the tree lighting ceremony
a success, Tim DeSacia, Greg Herrmann, Debbie Hogan, Theresa
Cooper, Margaret Mahaney and Pat Dennison. The year end meeting
for the town board will be held December 27th at 6:00 PM, the
organizational meeting will be held January 3rd and the regular
meeting of the Oswego Town Board will be held on January 10th.
Public Comment: Where are we with code enforcement?
Questions regarding Teamsters contract and the town board organizational
meeting for the new year.
Resolution 2004-120 Be it resolved that the
Oswego Town Board approves the minutes from the regular town
board meeting on November 3rd, 16th and the special meeting
November 22, 2004. Moved by Councilor Mahaney and seconded by
Councilor Herrmann. All ayes motion carried.
Resolution 2004-121 Be it resolved that the
Oswego Town Board authorizes the following budget modifications:
From A1990.4 (Contingent Account) to A1110.41 (Town Justice
– Contractual - Jung) in the amount of $66.49
From A1990.4 (Contingent Account) to A1450.4 (Elections –
Contractual) in the amount of $335.91
From A1990.4 (Contingent Account) to A1620.4 (Buildings –
Contractual) in the amount of $0.12December 13, 2004From A1990.4
(Contingent Account) to A1650.4 (Communications System–
Contractual) in the amount of $162.64
From A1990.4 (Contingent Account) to A3310.4 (Traffic Control
– Contractual) in the amount of $64.00
From A1990.4 (Contingent Account) to A4540.4 (Ambulance –
Contractual) in the amount of $810.28
From A1990.4 (Contingent Account) to A5182.4 (Street Lighting

Resolution 2004-122 Be it resolved that the
Oswego Town Board approves the bills on abstract 12.

Resolution 2004-123 Be it resolved that the
Oswego Town Board approves the adjusted payroll calendar identified
as attachment A.
Moved by Councilor Pritchard, seconded by Councilor Herrmann.
All ayes motion carried.
Resolution 2004-124 Be it resolved that the
Oswego Town Board authorizes the Supervisor to make the necessary
year-end budget modifications. Moved by Councilor DeSacia, seconded
by Councilor Mahaney. All ayes motion carried.
Resolution 2004-125 Be it resolved that the
Oswego Town Board directs the Supervisor to sign a contract
with G&G Wastewater Treatment of Oswego, Inc. for the operation
and maintenance of the Sleepy Hollow Sewage Treatment Plant
for a fee of $8,000.00 for 2005 as outlined in attachment B.
Moved by Councilor DeSacia, seconded by Councilor Pritchard.
All ayes motion carried.
Resolution
2004-126 Be it resolved that the Oswego Town Board
directs the Supervisor to sign an interim agreement with the
NYS Teamsters Council Health and Hospital Fund as stated in
the current labor agreement on page 10. See attachment C. Moved
by Supervisor Mullen and seconded by Councilor Mahaney. All
ayes motion carried.
Resolution 2004-127 Be it resolved that the Oswego
Town Board established the Oswego Town Tax Collectors change
drawer of $250.00. Moved by Supervisor Mullen, seconded by Councilor
Mahaney. All ayes motion carried.
Resolution 2004-128 Be it resolved that the Oswego
Town Board schedules a public hearing on January 10, 2005 at
7:05 PM at the Oswego Town Hall for the purpose to consider
public need and finance method for the new town hall, with offices
for the Town Clerk, Town Assessors, the Cemetery Clerk, Town
Supervisor and clerk and Code Enforcement officer and a town
meeting hall. Moved by Supervisor Mullen, seconded by Councilor
Pritchard. All ayes motion carried.
Resolution 2004-129 Be it resolved that the
Oswego Town Board solicit bids to tear down the old highway
garage and enclose and shore up the remaining back exterior
wall of the town hall building located at 2320 County Route
7. Moved by Councilor Pritchard, seconded by Supervisor Mullen.
All ayes motion carried.
Motion to adjourn the regular meeting of the Oswego Town Board
at 7:15 PM by Councilor Mahaney, seconded by Councilor DeSacia.
All ayes motion carried.
