The
meeting of the Oswego Town Board was held at the Southwest Community
Center. Deputy DeSacia called the meeting to order at 7PM with
the Pledge of Allegiance. Roll call was taken with the following
members present:

Town
Clerk’s Report: Taxes have been sent out, no
tax collection on Monday. Total town clerk fees for the year
2003, $46,976.63. Adjustment to abstract 12 general fund, voucher
416 $102.60, voucher 463 $7.63, voucher 467 $347.81, new total
$21,998.17.
Supervisor's Report: No formal report because
Supervisor Mullen is in Australia with her family.
Public Comment: Happy New Year
Resolution 2004-1 Be it resolved that the Oswego
Town Board approves the minutes from the December 30, 2003 board
meeting. Moved by Councilor Mahaney, second Councilor Pritchard.
All ayes motion carried.
Resolution 2004-2 Be it resolved that the Oswego Town
Board approves the bills on Abstract 1.

Resolution 2004-3 Be it resolved that the Oswego
Town Board approves the appointments found in Attachment A.
Be it further resolved that these appointments shall run until
December 31, 2004. Moved by Councilor DeSacia, second Councilor
Herrmann. All ayes motion carried.
Resolution 2004-4 Be it resolved that the Oswego
Town Board approves the schedule of salaries for elected and
appointed officials and employees for 2004 found in
Attachment B. Moved by Councilor Mahaney, second Councilor
Herrmann. All ayes motion carried.
Resolution 2004-5 Be it resolved that the Oswego
Town Board designates The Oswego Palladium Times as the official
town newspaper. Moved by Herrmann, second Councilor Pritchard.
All ayes motion carried.
Resolution 2004-6 Be it resolved that the Oswego
Town Board designates JP Morgan Chase Bank as the town’s
depository. Moved by Councilor Mahaney, second Councilor Pritchard.
All ayes motion carried.
Resolution 2004-7 Be it resolved that the Oswego
Town Board imposes on the Supervisor powers and duties of administration
and supervision of town or special improvement district functions
to be performed on behalf of the Board. Moved by Councilor DeSacia,
second Councilor Mahaney. All ayes motion carried.
Resolution 2004-8 Be it resolved that the Oswego
Town Board establishes both a Town Clerk and a Supervisor’s
Petty Cash fund of $100 each. Moved by Councilor Mahaney, second
Councilor Herrmann. All ayes motion carried.
Resolution 2004-9 Be it resolved that the Oswego
Town Board approves the payroll schedule identified as Attachment
C. Moved by Councilor Herrmann, second Councilor Mahaney. All
ayes motion carried.
Resolution 2004-10 Be it resolved that the Oswego Town
Board approves the Holiday Calendar identified as Attachment
D. Moved by Councilor Pritchard, second Councilor Mahaney. All
ayes motion carried.
Resolution 2003-11 Be it resolved that the
Oswego Town Board will hold monthly town board meetings the
second Monday of each month, at 7:00 p.m. at the Southwest Community
Center, and a monthly workshop at 6:00 p.m. the first Monday
of the month at the Oswego Town Hall. Moved by Councilor DeSacia,
second Councilor Mahaney. Motion by Councilor Mahaney, second
by Councilor Herrmann to move the monthly meetings to the Oswego
Town Hall. All ayes motion carried.
Resolution 2004-12 Be it resolved that the
Oswego Town Board authorizes the Supervisor to pay in advance
of audit of claims for public utilities services such as gas,
electric, water, sewer, fuel oil and telephone service as well
as for postage, freight and express charges. Claims for these
payments shall be presented at the next regular meeting for
audit. Moved by Councilor Mahaney, second Councilor Pritchard.
All ayes motion carried.
Resolution 2004-13 Be it resolved that the
Oswego Town Board establishes the Oswego Town Tax Collectors
change drawer of $250.00. Moved by Councilor Herrmann, second
Councilor Mahaney. All ayes motion carried.

Resolution 2004-14 Be it resolved that the
Oswego Town Board adopts the Code of Ethics as in Attachment
E. Moved by Councilor Mahaney, second Councilor DeSacia. All
ayes motion carried.
Resolution 2004-15 Be it resolved that the
Oswego Town Board appoints Supervisor Victoria Mullen to serve
as delegate to the 2004 New York State Association of Towns.
Moved by Councilor Mahaney, second Councilor DeSacia. All ayes
motion carried.
Resolution 2004-16 Be it resolved that the
Oswego Town Board adopts the Rules of Order of the Town Board
of the Town of Oswego as found in Attachment F. Moved by Councilor
DeSacia, second Councilor Herrmann. All ayes motion carried.
Resolution 2004-17 Be it resolved that the
Oswego Town Board adopts the Voucher Calendar as listed in Attachment
G. Moved by Councilor Herrmann, second Councilor Mahaney. All
ayes motion carried.
Resolution 2004-18 Be it resolved that the
Oswego Town Board grants the Supervisor the authority to make
the necessary budget modifications to close out the 2003 budget
and submit it to the New York State Comptrollers office. Moved
by Councilor DeSacia, second Herrmann. All ayes motion carried.
Resolution 2004-19 Be it resolved that the
Oswego Town Board hires Craig R. Gilbert Co. for yearly copier
maintenance contract at the $750.00 Moved by Councilor Mahaney,
second Councilor Herrmann. All ayes motion carried.
Resolution 2004-20 Be it resolved that the
Oswego Town Board appoints Timothy Anderson as ZBA member term
to expire 1/09. Moved by Councilor Mahaney, second Councilor
DeSacia. All ayes motion carried.
Resolution 2004-21 Be it resolved that the
Oswego Town Board appoints Theresa Cooper as Marriage Officer
term to expire 12/07. Moved by Councilor Pritchard, second Councilor
Mahaney. All ayes motion carried.
Resolution 2004-22 Be it resolved that the
Oswego Town Board appoints Robert Baker and Karen Breen as Assessment
Board of Review member term to expire 9/08 and 9/09 respectively.
Moved by Councilor DeSacia, second Councilor Herrmann. All ayes
motion carried.
Motion by Councilor Herrmann, seconded by Councilor Mahaney
to adjourn the meeting at 7:25 PM. All ayes motion carried.
