The
regular meeting of the Oswego Town Board was held on July 12,
2004 at the Oswego Town Hall. Supervisor Mullen called the meeting
to order at 7:00 PM with the Pledge of Allegiance. Roll call
was taken with the following members present.

Town
Clerk's Report: June monthly money to the supervisor
was $1919.52, total for the month $2379.43. Correction to voucher
202, abstract 6, correct account number A8010.4 zoning contractual.
The Historical Society and Recreation Committee will have an
ice cream social and band concert tomorrow evening in the town
park.
Supervisor's Report: The town has started negotiations
with the teamsters for the highway workers contract; we are
meeting again on July 22nd.
We have started the budget process; NY State retirement costs
have gone up and we need to firm up some retirement numbers
since the costs have skyrocketed. Insurance rates are going
up for health insurance next year by 17 percent. With all the
increases we face it is so important to keep our spending down
for things we can go without!
We continue to have good chemistry numbers for Sleepy Hollow.
We need to make a few repairs to Ontario Heights pump station,
these repairs will made from the Ontario Heights special district
budget.
Things are going well at the cemetery, the grant that was secured
by assemblyman Oaks took care of the removal of 5 old huge trees.
Our cemetery superintendent has also taken the Stevens cemetery
on Chapel Road this year.
The student association at SUNY Oswego has requested that we
move district 1’s polling place back to the college. Mrs.
Cooper and the election commissioners went to evaluate the site
and feel it is still not appropriate for a polling place. I
will be sending out a letter to the college.July 12, 2004
With the community center closing, we will be moving our district
3 and 4 to new locations. District 3 will be at the Alliance
Church on Thompson Road, and District 4 will be moved to the
fire station on County route 20.
Resolution 2004-68 Be it resolved that the
Oswego Town Board opens the public hearing at 7:05 PM to hear
all interested parties either for or against the sale of town
property on St. Rt. 104 163.16-01-06 and 163.16-01.07 and Engles
Road, 200.00-01-04.2. Moved by Councilor Pritchard, second by
Councilor Mahaney. All ayes motion carried.
Comments from the public included would the properties be auctioned
or sold, would an appraisal be done? Resident Olin Pritchard
stated the board should not move to fast on this sale. Resident
Robert Sharkey asked how much land was for sale on the Engles
Road.
Resolution 2004-69 Be it resolved that the
Oswego Town Board closes the public hearing at 7:10 PM. Moved
by Supervisor Mullen and seconded by Councilor Mahaney. All
ayes motion carried.
Public Comment: Residents from Engles road
spoke up about reducing the speed limit on Engles Road. They
would like signs up for blind driveway and bus stop ahead. Supervisor
Mullen will contact the sheriff’s department to ask if
they will patrol that road. The town will ask the DOT to do
a study to reduce the speed. Is the asbestos report on this
building ready for the public to review?
Resolution 2004-70 Be it resolved that the
Oswego Town Board approves the minutes form the June 14, 2004
town board meeting. Moved by Councilor Pritchard, seconded by
Councilor Mahaney. All ayes motion carried.
Resolution 2004-71 Be it resolved that the Oswego Town
Board approves the bills on abstract 7. Moved by Councilor Pritchard,
seconded by Councilor Mahaney. All ayes motion carried.

Resolution
2004-72 Be it resolved that the Oswego Town Board authorizes
the supervisor to request the State DOT to look into lowering
the speed limit on July 12, 2004
Engles Road. Moved by Councilor Mahaney, seconded by Councilor
Pritchard. All ayes motion carried.
Resolution 2004-73 Be it resolved that the
Oswego Town Board directs the supervisor to sign an inter-municipal
agreement with Oswego County, as shown in attachment A. Moved
by Supervisor Mullen and seconded by Councilor DeSacia. All
ayes motion carried.
Resolution 2004-74 Be it resolved that the
Oswego Town Board acknowledges Justice Jung and Court Clerk
Patricia Jung’s attendance at the NYS Magistrates and
Court Clerks Continuing Judicial Education program to be held
at SUNY Potsdam on July 26 & 27. Moved by Councilor Pritchard,
seconded by Supervisor Mullen. All ayes motion carried.
Resolution 2004-75 Motion by Supervisor Mullen and
seconded by Councilor DeSacia to add an item to the agenda.
All ayes motion carried.
Resolution 2004-76 Be it resolved that the
Oswego Town Board sets district 3 polling place at the Alliance
Church and district 4 at the Fire Station. Moved by
Supervisor Mullen and seconded by Councilor Mahaney. All ayes
motion carried.
Motion by Councilor Mahaney and seconded by Councilor Pritchard
to close the meeting at 7:30 PM. All ayes motion carried.
