The
regular meeting of the Oswego Town Board was held on June 14,
2004 at the Oswego Town Hall. Supervisor Mullen called the meeting
to order at 7:00 PM with the Pledge of Allegiance. Roll call
was taken with the following members present:

Town
Clerk's Report: May monthly money to the supervisor
was $1883.53, total for the month $2,302.15. The Historical
Society will meet on June 28th for a walk through the Rice Family
Cemetery and the Carter-Squire Cemetery at 6:30 PM. I won a
$150.00 scholarship to attend the International Institute for
Municipal Clerks at Cornell in August. It’s a three-year
course and I will then be a certified municipal clerk.
Supervisor's Report: The Teamsters have contacted
me; it is that time to start negotiations for the Highway contract
I have a tentative date of June 30th to begin.
Tonight we are signing with BARDAN’S to complete our part
of the addition to the fire station.
Mary Walkers gravesite has been fixed, thanks to the Coopers,
Hogan’s, and Mr. Mullen for all their efforts.
The church next door contacted us about storing their chicken
cooker on the back corner of the lot; I have a letter from them
holding the town harmless if anything should happen.
Some of us met with members of the zoning board and heard their
concerns about our zoning laws. We are in the process of completing
the comprehensive plan and will meet again when that is completed.
We are having a public hearing on the sale of town properties
that can go back on the tax rolls in July.
I have received the asbestos’s survey from B&L and
will make copies for the board members.
The town assessors
received a 100 assessment values of properties in the town and
we are pleased at their continued good work!
We will be meeting in Executive session after tonight’s
meeting, no actions will be taken, and the purpose is contract
negotiations.
Public Comment: Highway Superintendent Carter
gave a report about his highway training school, many new changes
coming on soil and water, permits will be needed for any land
disturbance of more than an acre. Highway worker Darlene Galvin
is back to work maybe having further surgery. Questions were
asked about the sale of town property and how much land is on
the Engles property. Has the Southwest Community Center been
appraised? Mr. Carter is meeting with Barrett paving to see
if they would donate paving for the new addition to the fire
station. They do this kind of donations. Board members Pritchard
and Mahaney asked if the Fire Department was having any special
event on July 1st? Supervisor Mullen gave them a plaque at their
regular meeting.
Resolution 2004- 61 Be it resolved that the
Oswego Town Board approves the minutes form the May 10, 2004
board meeting. Moved by Councilor Pritchard and seconded by
Councilor Mahaney. All ayes motion carried.
Resolution 2004- 62 Be it resolved that the
Oswego Town Board authorizes the following budget modifications:
From A1355.4 (assessment contractual) to A 11355.11 (assessment
board of review contractual) in the amount of $7.00
From A1220.4 (supervisor contractual) to A1410.4 (town clerk’s
contractual) in the amount of $391.42.
From A1990.4 (contingent account) to A1440.4 (engineer contractual)
in the amount of $200.00
From A1990.4 (contingent account) to A8010.4 (planning contractual)
in the amount of $1,082.85
From A1990.4 (contingent account) to A8020.4 (zoning contractual)
in the amount of $1,208.15
Moved by Councilor Herrmann and seconded by Councilor Mahaney.
All ayes motion carried.
Resolution 2004- 63 Be it resolved that the
Oswego Town Board approves the bills on abstract 6.

by Councilor Mahaney and seconded by Councilor DeSacia. All
ayes motion carried.
Resolution 2004- 64 Be it resolved that the
Oswego Town Board authorizes the supervisor to sign the contract
with BARDAN for the construction of the justice center at the
Fire Station at a cost of $17,800.00. Moved by Councilor Pritchard
and seconded by Supervisor Mullen. 4 ayes, 1 abstain
DeSacia, Mahaney, Mullen, Pritchard aye, Herrmann abstain.
Resolution 2004- 65 Be it resolved that the
Oswego Town Board holds a public hearing on July 12, 2004 at
7:05 PM to hear all interested parties for or against the sale
of town property on St. Rt. 104, 163.16-01-06 & 163.16-01.07
and Engles Road 200.00-01-04.2. Moved by Councilor DeSacia and
seconded by Councilor Herrmann. All ayes motion carried.
Resolution 2004- 66 Motion by Supervisor Mullen
and seconded by Councilor Pritchard to move into executive session
at 7:15 PM to discuss union negotiations. All ayes motion carried.
Resolution 2004- 67 Motion by Supervisor Mullen
and seconded by Councilor Mahaney to resume the regular meeting
at 8:00 PM. All ayes motion carried.
Motion by Councilor Mahaney and seconded by Councilor DeSacia
to close the regular meeting of the Oswego Town Board at 8:01
PM.
