The
regular meeting of the Oswego Town Board was held on May 10,
2004 at the Oswego Town Hall. Supervisor Mullen called the meeting
to order at 7:00 PM with the Pledge of Allegiance. Roll call
was taken with the following members present:

Town
Clerk’s Report: April fees paid to the Supervisor
were $1,369.25, total for May $1679.65. Tax money paid to the
supervisor on May 4, 2004, $3,820.25 penalties, $154.00, 2nd
notice fee, $4,111.61 bank interest Jan-Apr., $250.00 petty
cash, $320.02 2nd notice fee from county. The historical society
will be hosting Justin White who will be speaking about Audry
Munson, Tuesday May 11th at the town hall, 6:30 PM.
Supervisor's Report: I have met with bankers,
and the USDA about different ways to fund the building for a
new town hall. I have also met with several firms about how
to proceed. Three huge trees that had become a threat in the
Oswego Town Rural Cemetery have been taken down. I wish to thank
Assemblyman Bob Oaks for his assistance in getting us a grant
for this project. We have received our first FEMA payment in
the amount of $2,145.96. We are expecting a second check to
arrive and estimate that amount to be in the area of $10,000.00.
The town was treated again to the best chicken in the county,
maybe even the state at the recent firefighter’s chicken
barbecue. If you have never had their chicken I suggest you
get out to the next one in the fall and be sure to get there
early as they sell out quickly. Also, the town board was recently
invited to the 20th anniversary of the Oswego Town Fire Department.
How impressive it was to see our entire department out in full
dress uniform and for a happy occasion. We are truly blessed
here in the Town of Oswego with a very active dedicated fire
service. So many towns are looking for incentives and ways to
have people volunteer in the fire service and I was pleased
to know we are fully staffed. If you should run into one of
our firefighters please say hello and thank them for their service.
Grievance day is May 25th.
Public Comment: Question was asked about the
unpaid taxes given to the County Treasurer.
Resolution 2004- 57 Be it resolved that the
Oswego Town Board approves the minutes from the April 5, 2004
board meeting. Moved by Councilor Mahaney and seconded by Councilor
Pritchard. All ayes motion carried.
Resolution 2004- 58 Be it resolved that the
Oswego Town Board approves the bills on abstract 5. Moved by
Councilor DeSacia, seconded by Councilor Herrmann. All ayes
motion carried.

Resolution
2004- 59 Be it resolved that the Oswego Town Board
directs the supervisor to sign an agreement with Barton &
Lodgudice Engineering for a pre-demolition survey, asbestos
survey, a feasibility study including a preliminary finish design,
prepare a written report outlining the proposed construction,
level of finishes and proposed heating and cooling systems,
prepare a floor plan, front building elevation and a preliminary
cost estimate. The price not to exceed $10,000. Moved by Councilor
Pritchard and seconded by Supervisor Mullen. All ayes motion
carried.
Resolution 2004- 60 Be it resolved that the
Oswego Town Board recognizes and presents the following resolution.
Whereas, the Oswego Town Volunteer Fire Department
began its service to the Town of Oswego, New York, on January
1, 1984, and
Whereas, the Oswego Town Volunteer Fire Department,
since its establishment has dutifully and faithfully served
the People of the Town of Oswego, New York, and
Whereas, the volunteerism of the members of
the Oswego Town Volunteer Fire Department is the epitome of
self-less community service, enhanced by the dangers and risks
attendant to the nature of that service, and
Whereas, the Oswego Town Volunteer Fire Department
and each of its members is highly deserving of a special recognition
of honor for 20 years and six months of service to our Town,
Now, Therefore be it
Resolved, that July 1, 2004, be and the same
hereby is, declared by this town board of the Town of Oswego,
New York to be a day of Special Recognition and Honor of the
Oswego Town Volunteer Fire Department and each of its members,
and be it further
Resolved, that a duplicate original copy of
this resolution be presented personally by the Supervisor of
the Town of Oswego, NY, to the Chief of the Oswego Town Volunteer
Fire Department.
Motion by Councilor Mahaney and seconded by Councilor DeSacia
to close
