The
regular meeting of the Oswego Town Board was held on September
13, 2004 at the Oswego Town Hall. Supervisor Mullen called the
meeting to order at 7:00 PM with the Pledge of Allegiance. Roll
call was taken with the following members present:

Town
Clerk’s Report: August monthly money to the supervisor
was $2253.08, total for month $7343.95. I received a grant for
$20251.00, this money will be used to purchase new filing cabinets
for the assessors’, town clerk and supervisors office.
The Historical Society will be having a yard sale on October
22nd and 23rd at the Southwest Community Center, and a hair
cutting event on Sunday the 24th, all the money raised will
go to the Dr. Mary Walker statue fund.
Supervisor's Report: It has been a busy time
for the town, we are working on the contract with the Teamsters
and will go into executive session tonight to inform the board
members about the progress, no business will be transacted after
this session.
Mr. Hogan and I have been working on our town budget. We finally
have the numbers for state retirement payments that were suspended
a few years ago and have been brought back onto the town to
pay. We are looking at a 67 thousand-dollar payment into retirement
this year that has been mandated on the town.
On tonight’s agenda I am asking the boards permission
to institute a retirement reserve account, to better handle
this kind of payment in the future, I have spoken with the comptrollers
office and we agree this is a proactive move.
I have been looking into the demolition of the old highway garage,
and hope to have some numbers for next months meeting
I would like to congratulate and thank Mrs. Cooper for her efforts
on obtaining a $20,251.00 grant from the New York State Archives
Grant program for records management.
The entire board appreciates her efforts on obtaining this money
for the Town of Oswego.
I would like to say a special thanks to the Oswego Town Volunteer
fire dept on their quick action and care of my mother who collapsed
at the family picnic. Because of their expertise and decisive
action, my mother will make a full recovery. The Town of Oswego
is very lucky to have this dedicated group of highly trained
men and women caring for us all.
Public Comment: Questions were asked about
the budget modifications, what will be done with the Community
Center piano, tables and chairs and how is the new addition
coming at the fire station?. Also a concern was raised about
the possible county landfill being used to collect out of county
waste which would create an unsightly area and smell. The town
highway department will still receive the same snow payment
allowance until 2005.
Resolution 2004-81 Be it resolved that the
Oswego Town Board acknowledges the following budget modifications
approved on 7/15/04:
A1410.11
(deputy town clerk) to A1410.4 (town clerk contractual)
in the amount of $100.00
A8810.4 (cemetery contractual) to A1620.4 (buildings-contractual
in the
amount of $593.93. |

motion carried.
Resolution 2004-82 Be it resolved that the
Oswego Town Board approves the minutes from the August 9, 2004
board meeting. Moved by Supervisor Mullen and seconded by Councilor
DeSacia. All ayes motion carried.
Resolution 2004-83 Be it resolved that the
Oswego Town Board authorizes the following budget modifications:
A1990.4
(contingent account) to A1620.4 (buildings contractual)
in the
amount of $1432.84
A 1990.4 (contingent account) to A3310.4 (traffic control
contractual) in
the amount $64.00. |

Councilor Pritchard and seconded by Supervisor Mullen. All ayes
motion carried.
Resolution 2004-84 Be it resolved that the
Oswego Town Board approves the bills on abstract 9.

Councilor Mahaney and seconded by Councilor Pritchard. All ayes
motion carried.
Resolution 2004-85 Be it resolved that the
Oswego Town Board sets the October meeting date for the 18th
due to Columbus Holiday on the 11th . Moved by Supervisor Mullen
and seconded by Councilor Mahaney. All ayes motion carried.
Resolution 2004-86 Be it resolved that the
Oswego Town Board authorizes the sale by sealed bed a 1989 Ford
150 pick-up truck as is condition, bids to be opened on October
4, at 2:30 PM in the town clerk’s office. The town board
has the right to reject any and all bids. Moved by Supervisor
Mullen and seconded by Councilor Pritchard. All ayes motion
carried.
Resolution 2004-87 Be it resolved that the
Oswego Town Board authorizes the supervisor to open a retirement
reserve account, Moved by Supervisor Mullen and seconded by
Councilor Pritchard. All ayes motion carried.
Resolution 2004-88 Motion by Supervisor Mullen
and seconded by Councilor DeSacia to moved into executive session
at 7:25 PM to discuss contract negotiations. All ayes motion
carried.
Resolution 2004-89 Motion by Councilor Herrmann
and seconded by Councilor DeSacia to resume the regular meeting
of the Oswego Town Board at 8:25 PM
All ayes motion carried.
Motion by Councilor Mahaney and seconded by Councilor Pritchard
to adjourn the regular meeting of the Oswego Town Board at 8:26
PM. All ayes motion carried.
