The
meeting of the Oswego Town Board was held on August 8, 2005
at the Oswego Town Hall. Supervisor Mullen opened the meeting
at 7:00 PM with the Pledge of Allegiance. Roll call was taken
with the following members present:

Town Clerk's Report: Money for the month of
July paid to the supervisor was $1232.53, total for month $1620.50.
I would like to thank the town board for allowing me to continue
my education at the Cornell Institute for Municipal Clerks.
As a student I am asked to implement an action plan back at
work. This year I wish to recommend to the board to review the
Code of Ethics and establish a board, which we have been without.
The written communication discussed proper letter and email
writing, which you think we all know. Well I learned a new word
which I was told is really an old word "moreover",
and what abbreviations should not be used in your daily memos
or letters. i.e. Re should not be used but subject should be.
Basic but helpful information when I'm writing.
In our computer class on Word we learned about using tables
and other shortcuts. I will be reviewing my forms in the office
to update and spruce up forms we use.
The class on Intergovernmental Relations was interesting but
a bit boring, we have and use inter municipal help.
Working with consultants was another class which I felt was
geared more to Supervisors and town board members, with no real
big projects like water or sewer going on in our town at this
time where this information would be handy I was ready to move
on. I do have the information for the future.
Next year will be my last year I will need to attend Cornell
Municipal Clerk's school.
Supervisor's Report: You may have notices the
railroad tracks on West Fifth St. Road have been repaired. I
have worked with NRG to have the problem tracks taken care of
and the tracks on Co. Rt. 20 will also be repaired.
Progress continues on the town hall, we are on schedule, the
lack of rain has helped the builders. We are progressing on
the budget for 2006, I am waiting for budget request from a
few more department heads. Meetings will be set up to discuss
requests. I am happy that we see no surprises this year. One
of our town residents is serving in the military in Iraq, Dennis
Place Jr. I would like to send him a card to say hello from
the Town of Oswego. If anyone knows of any other town resident
serving our Country and would like us to send a card please
let me know.
The final State equalization rate is still at 100%, congratulations
to Mrs. Luber, Mr. Sabin and Mr. Hogan.
Public Comment: Town residents asked about
a noise ordinance in the town, do we have one? If not how can
we get one, what is the status of the Community Center? Highway
Superintendent Leon Carter stated there is hogweed in the area
which is very dangerous and he is contacting the residents in
the area where the weed has been seen. He will be spraying the
weed to kill it. The road work on 104 will be done according
to the DOT, they will be patching the road and major road work
will not begin until 2008.
Resolution 2005-78 Be it resolved that the
Oswego Town Board approves the minutes from the July 11, 2005
board meeting.
Moved by Councilor Mahaney and seconded by Councilor DeSacia.
All ayes motion carried.
Resolution 2005-79 Be it resolved that the
Oswego Town Board approves the bills on abstract 8.

Supervisor Mullen, seconded by Councilor Herrmann. All ayes
motion carried.
Resolution 2005-80 Be it resolved that the
Oswego Town Board directs the supervisor to write a letter of
support, for Legislator Malone's efforts to have the State take
care of the problems on St. Rt. 104 from 104A to County Route
7 in the Town of Oswego.
Moved by Supervisor Mullen, seconded by Councilor Mahaney. All
ayes motion carried.
Resolution 2005-81 Be it resolved that the
Oswego Town Board appoints James Finn as zoning board alternate.
Moved by Supervisor Mullen, seconded by Councilor Herrmann.
All ayes motion carried.
Resolution 2005-82 Be it resolved that the
Oswego Town Board moves into executive session at 7:12 PM to
discuss contract negotiations. No business will be transacted
at the end of the session.
Moved by Supervisor Mullen, seconded by Councilor Mahaney. All
ayes motion carried.
Resolution 2005-83 Motion by Councilor Herrmann
and seconded by Councilor Mahaney to resume The regular meeting
of the Oswego Town Board at 7:31 PM.
All ayes motion carried.
Motion by Councilor Mahaney and seconded by Councilor Herrmann
to close the regular meeting at 7:32 PM. All ayes motion carried.
