The
meeting of the Oswego Town Board was held on June 13, 2005 at
the Oswego Town Hall. Supervisor Mullen opened the meeting at
7:00 PM with the Pledge of Allegiance. Roll call was taken with
the following members present:

Town
Clerk’s Report: Money for the month of May paid
to the supervisor was $1,617.21, total for month $$2,028.15.
On May 20, 2005 money market tax interest for the month of April
of $1,076.36 was paid to the supervisor. I won a $150.00 scholarship
to attend the IIMC course at Cornell this July.
Supervisor's Report: Friday, I met with all
the contractors involved in building of our new town hall. During
the meeting Ron Slade of Barton and Loguidice gave directions
to the contractors, on how they are to proceed with this project,
and all the contracts were signed. The General contractor will
begin bringing in their equipment next week; the schedule they
submitted has the building to be completed by the end of October.
When the new town hall is completed and we have moved into it,
this building will be removed.
I will send a request to the Highway superintendent to remove
the barricades next Wednesday morning.
We have three new additions to our zoning and planning boards.
On tonight’s agenda we will make those appointments.
Tonight we will vote on signing our newly negotiated ambulance
agreement with the City of Oswego; the difference now is that
we will no longer pay any fees, or pay for unpaid ambulance
bills. This is something we have been trying to get out from
under since I began my first term as supervisor. Persistence
does pay off, and this is a very large savings to our taxpayers.
On May 20th the Teamster’s Local 317 which represents
our highway workers filed a “Declaration of Impasse”
on contract negotiation, with the New York State Employee Relations
Board. We have been in negotiations since last July. The Public
Employees Relations Board has assigned a mediator; who has not
yet contacted me. To dispel rumors, there is no charge to either
side for this mediation.
My budget officer Rick Hogan and I will be starting the budget
process on July 1st. It will be a tight budget again next year.
The message will be sent to all departments, justify your needs
or do not ask.
The Town Recreation together with the Historical Society will
be holding our annual ice cream social on July12th in the town
park.
Public Comment: Has a clerk of the works been
hired for the new town hall project?
Resolution 2005-60 Be it resolved that the
Oswego Town Board approves the minutes from the May 09, May
19 and May 23, 2005 board meetings.

Resolution 2005-61 Be it resolved that the
Oswego Town Board approves the bills on abstract 6.

Resolution 2005-62 Be it resolved that the
Oswego Town Board accepts the resignation of Greg Mills from
the Zoning Board of Appeals and thanks him for his years of
dedicated service to the Town of Oswego.
Moved by Supervisor Mullen, seconded by Councilor Mahaney. All
ayes motion carried.
Resolution 2005-63 Be it resolved that the
Oswego Town Board accepts the resignation of Patricia Jung as
Court Clerk as of June 30, 2005.
Moved by Councilor Pritchard, seconded by Supervisor Mullen.
All ayes motion carried.
Resolution 2005-64 Be it resolved that the
Oswego Town Board appoints Patricia Jung as Court Clerk effective
July 1, 2005.
Moved by Councilor Pritchard, seconded by Councilor Herrmann.
All ayes motion carried.
Resolution 2005-65 Be it resolved that the
Oswego Town Board appoints Cathy Bonoffski as a town laborer
at the rate of $8/32 an hour.

ayes, 1 abstain

Resolution 2005-66 Be it resolved that the
Oswego Town Board appoints Jeff Boyer to the Town Planning Board,
term to expire 2/2012.
Moved by Councilor Pritchard, seconded by Councilor Mahaney.
All ayes motion carried.
Resolution 2005-67 Be it resolved that the
Oswego Town Board appoints Patricia Blackwell to the Zoning
Board of Appeals, term to expire 2/2010.
Moved by Councilor Pritchard, seconded by Councilor DeSacia.
All ayes motion carried.
Resolution 2005-68 Be it resolved that the
Oswego Town Board appoints Debra Shoenfelt-Jaskula to serve
as an alternate to the Zoning Board of Appeals.
Moved by Councilor Pritchard, seconded by Supervisor Mullen.
All ayes motion carried.
Resolution 2005-69 Be it resolved that the
Oswego Town Board directs the supervisor to sign an agreement
with the City of Oswego for ambulance service, at no cost to
the Town of Oswego.
Moved by Councilor Herrmann, seconded by Supervisor Mullen.

Resolution 2005-70 Be it resolved that the
Oswego Town Board authorizes the supervisor to request support
of the Collateral Source Bill (S35144/A.4354).
Moved by Supervisor Mullen, seconded by Councilor DeSacia. All
ayes motion carried.
Resolution 2005-71 Whereas, the Oswego Alliance
Church has made application to this board for its consideration
of the installation, at applicant’s expense, of a crosswalk,
consisting of appropriate road surface markings and signage,
over a portion of that town highway known as Thompson Road,
as specifically shown on the annexed drawing; and Whereas,
the Oswego Town Board, having investigated the need for such
crosswalk and having found same to be necessary and prudent
for the protection of members of the public and for the users
of the said public highway; Now, Therefore
be it Resolved, that a crosswalk, consisting
of appropriate pavement markings and two (2) crosswalk warning
signs comprised of six (6) components having a total cost of
$418.87, be and the same is hereby directed to be installed
at the location set forth on the drawing annexed to this resolution,
and that the cost thereof shall be paid, in advance of installation,
by the applicant, Oswego Alliance Church, to the County of Oswego,
New York.
