The
meeting of the Oswego Town Board was held on August 14, 2006
at the town hall. Supervisor Mullen opened the meeting at 7:00
PM with the Pledge of Allegiance. Roll call was taken with the

Town
Clerk’s Report: Hunting license sales started
today sales totaled $1,011.00. The July fees paid to the Supervisor
were $1788.69, total for the month $2209.40. I have completed
my courses at Cornell University for my Certified Municipal
Clerk’s title. The three year courses of study included
computer class, human resources, economic and community development,
office marketing, statistics and a host of other classes. The
certified municipal clerks institute is part of the International
Institute of Clerks. I thank the town board for it’s willingness
to allow participation in educational programs for myself and
other town officials.
Supervisor's Report: The official opening of
the town hall, and the historical society’s ice cream
social and band concert was held in July. Both events were heavily
attended. Thanks to all who helped with the events.
We will begin the budget process at the end of the month; letters
will be going out to all dept heads.
The State Board of Real Property Services has issued the Certificate
of the Final State Equalization Rate for the 2006 Assessment
Roll. Our Final State rate is 88.42 %.
We have received our 2007 estimate for the town’s contribution
to NY State retirement. The estimate is $52.693.00; we of course
had budgeted for this contribution.
Our numbers continue to be within our SPEDS permit at Sleepy
Hollow.
Our dog control officer picked up three dogs that were at large,
and chased down several delinquent licenses during July.
The code enforcement office issued 11 building permits in the
month of July.
I am in receipt of a letter from the New York State Town Clerks
Association.
Informing the town that Theresa Cooper will be serving as District
Director of Region 5 for their Association. Congratulations
to Mrs. Cooper for her willingness to serve their organization.
Mrs. Cooper’ is still without a deputy at this time. She
will be putting on a college student as a part time assistant
in her office.
We purchased a cemetery dump cart. I have contacted a tree service
to give a price to remove some potentially dangerous tree limbs.
We had lot sales of $5950.00 for the month of July.
Resolution 2006-81 Be it resolved the Oswego
Town Board approves the minutes from the July 10, 2006 town
board meeting.
Moved by Supervisor Mullen, second Councilor DeSacia. All ayes
motion carried.
Resolution 2006-82 Be it resolved the Oswego
Town Board opens the public hearing at 7:05 Pm to hear all interested
parties for or against the filing of form 239 L& M for review
with text and map to Oswego County Planning. Town Clerk Cooper
read the legal ad placed in the Palladium Times for this hearing.
Moved by Councilor Pritchard, second Councilor Herrmann. All
ayes motion carried.
There was no public comment, hearing none, the hearing was closed.
Resolution 2006-83 Be it resolved the Oswego
Town Board closes the public hearing for the filing of form
239 L&M for review with text and map to Oswego County Planning
at 7:07 PM.
Moved by Councilor Pritchard, second Councilor Mahaney. All
ayes motion carried.
Public Comment: Should the sign come down at
the Southwest Community Center?
Resolution 2006-84 Be it resolved the Oswego
Town Board approves the following budget modifications:
From A1990.4 contingent to A1110.41 Justice contractual for
$898.51. Account depleted because of implementation of new court
software.
From A1990.4 contingent to A7620.4 adult recreation for $220.00.
Account depleted because a bill from November ’05 was
not turned in until 1/30/06 causing the overage on this year.

motion carried.
Resolution 2006-85 Be it resolved the Oswego
Town Board approves the bills on abstract 8.

Resolution 2006-86 Be it resolved the Oswego
Town Board appoints Grace Maxon as part time student assistant
in the town clerk’s office at the rate of $6.75 per hour.
Moved by Councilor Mahaney, second Supervisor Mullen. All ayes
motion carried.
Resolution 2006-87 Be it resolved the Oswego
Town Board adopts the Designation of the National Incident Management
System (NIMS) as the basis for all incident management in the
Town of Oswego:
WHEREAS, the President in Homeland Security
Directive (HSPD)-5, directed the Secretary of the Department
of Homeland Security to develop and administer a National Incident
Management System (NIMS), which would provide a consistent nationwide
approach for Federal, State, local and tribal governments to
work together more effectively and efficiently to prevent, prepare
for, respond to and recover from domestic incidents, regardless
of cause, size or complexity:
WHEREAS, to facilitate the most efficient and
effective incident management it is critical that Federal, State,
local and tribal organizations utilize standardized terminology,
standardized organizational structures, interoperable communications,
consolidated action plans, unified command structures, uniform
personnel qualifications standards, uniform standards of planning,
training, and exercising, comprehensive resource management
and designated incident facilities during emergencies or disasters:
WHEREAS, it is necessary and desirable that
all Town of Oswego departments and personnel coordinate their
efforts to effectively and efficiently provide the highest levels
of incident management;
WHEREAS, the NIMS standardized procedures for
managing personnel, communications, facilities and resources
will improve the Town of Oswego's ability to utilize federal
funding to enhance local readiness, maintain first responder
safety, and streamline incident management processes.
WHEREAS, the Incident Command System components
of NIMS are already an integral part of various incident management
activities throughout the Town of Oswego; and
NOW, THEREFORE, the Oswego Town Board does
hereby establish the National Incident Management System (NIMS)
as the Town of Oswego standard for incident management.

motion carried.
Resolution 2006-88 Be it resolved the Oswego
Town Board directs the Supervisor to sign a renewal agreement
with Oswego County Planning for technical support to finish
updating the town zoning ordinance. Price not to exceed $8000.00.
Moved by Supervisor Mullen, second Councilor Mahaney. All ayes
motion carried.
Resolution 2006-89 Be it resolved the Oswego
Town Board directs the supervisor and highway superintendent
to sign updated general municipal agreements with the Towns
of Victory, Granby, Minetto, Hannibal, Sterling and the City
of Oswego.
Moved by Councilor Pritchard, second Councilor DeSacia. All
ayes motion carried.
Resolution 2006-90 Be it resolved the Oswego
Town Board directs the supervisor to sign an agreement with
Fire Pro Technical Services for t he maintenance of the sprinkler
system at the town hall for $750.00 a year.
Moved by Councilor Herrmann, second Councilor DeSacia. All ayes
motion carried.
Resolution 2006-91 Be it resolved the Oswego
Town Board makes the following inter-fund transfer to close
out the capital project-town hall fund. From A909 un-appropriated
fund balance to HA 1621.21 in the amount of $51,333.46 and to
HA1440.41 in the amount of $982.68 Engineer for a total of $52,316.14.

Motion by Councilor Mahaney, second by Councilor Pritchard to
close the meeting of the town board at 7:15 PM.
