The
meeting of the Oswego Town Board was held on December 6, 2006
at the town hall.
Supervisor Mullen opened the meeting at 7:00 PM with the Pledge
of Allegiance. Roll call was taken with the following member’s

Town
Clerk's Report: The November fees paid to the Supervisor
were $430.91, total $1533.00. I attended a District Director’s
meeting in Fishkill, NY last weekend. At our meetings we discussed
the plans for the ’07 conference in Rochester, NY; also
we had two guest speakers Jim O’Connor from the Department
of Health and Dr. Jeffrey Huse from Ag & Markets. Tax bills
will go out December 30, 2006 if all goes well with the county
passing their budget on time.
Supervisor's Report: Tonight we will accept
the resignation of our highway superintendent Leon Carter. Mr.
Carter has decided to retire as of December 31st. Leon leaves
us after many years of service; we congratulate him on his retirement,
and wish him many years of riding his Harley, reading his novels,
and enjoying the sunshine in the south. I am sure he will soon
forget the many cold winters he spent making sure the town of
Oswego had the best roads in the county. He will be missed.
Tonight we will also extended our deputy superintendent Mark
Wilcox’s appointment Mr. Wilcox has over 20 years of experience
in our highway department, the town is fortunate to have a deputy
superintendent with the qualifications Mr. Wilcox has. Thank
you to Mr. Wilcox for agreeing to stay on as deputy.
The DEC did their annual inspection of the Sleepy Hollow sewage
Treatment plant, the plant was found to be “well operated
and maintained and is meeting the demands of the permit”
I would like to congratulate Mrs. Mahaney and the historical
society on the wonderful Christmas performance that was held
here in the town hall, featuring the Sounds of Brass. There
was a very good turnout for this event, I urge everyone to attend
these kinds of programs.
I would also like to thank Mr. and Mrs. Hogan, and Mr. Mullen
for all their help with our evening with Santa; we also had
a huge turnout!
I am very pleased that these community events can be held here
in our town hall.
We had 3- complaints for dog control in November. We issued
one demolition permits, and had 7 inspections.
Last week there was a snow day for the city school district,
I was able to come to the town hall early in the morning. I
was pleased to see the parking lot was completely cleared of
snow; the problem was the entrance to this building was not
shoveled or salted. I would like this town board to come up
with a solution to this problem, I shoveled the snow to allow
the residents a safe way into the town hall. There is no way
this town hall should be open to the public when the entrance
is not safe for residents. Either we get this problem taken
care of or this town hall should not be opened to the public
in that kind of weather. Please let me know your thoughts on
solving the problem.
Our end of year meeting is on December 27th at 630 pm.
Public Comment: The town should hire someone
to shovel the walk in front of town hall.
Resolution 2006-125 Be it resolved that the
Oswego Town Board approves the minutes from the November 6,
and 20, 2006 town board meetings.
Moved by Councilor Mahaney, second Councilor Pritchard. All
ayes motion carried.
Resolution 2006-126 Be it resolved the Oswego
Town Board authorizes the Supervisor to make the necessary year-end
budget modifications to close 2006 and send the report to the
state comptroller.
Moved by Councilor Mahaney, second Councilor Pritchard. All
ayes motion carried.
Resolution 2006-127 Be it resolved the Oswego
Town Board approves the bills on Abstract 12.

Resolution 2006-128 Be it resolved the Oswego
Town Board acknowledges the appointment of Carol Todd as Deputy
Town Clerk.
Moved by Supervisor Mullen, second Councilor Herrmann. All ayes
motion carried.
Resolution 2006-129 Be it resolved the Oswego
Town Board extends the appointment of Mark Wilcox as Deputy
Highway Superintendent to December 31, 2007.
Moved by Supervisor Mullen, second Councilor DeSacia. All ayes
motion carried.
Resolution 2006-130 Be it resolved the Oswego
Town Board accepts the resignation of Highway Superintendent
Leon Carter with regret and congratulations for a long and happy
retirement.
Moved by Supervisor Mullen, second Councilor Herrmann. All ayes
motion carried.
Resolution 2006-131 Be it resolved the Oswego
Town Board directs the supervisor to sign the agreement between
the Town of Oswego and the American Red Cross, designating the
Oswego Town Hall as a disaster shelter subject to the amendments
suggested by the Attorney to the town board.
Moved by Councilor Herrmann, second Councilor Mahaney. All ayes
motion carried.
Resolution 2006-132 Be it resolved the Oswego
Town Board directs the supervisor to enter into talks with the
City of Oswego for the ambulance contract.
Moved by Councilor Pritchard, second Councilor Herrmann. All
ayes motion carried.
Motion by Councilor Mahaney second by Councilor Pritchard to
close the meeting at 7:15 PM. All ayes motion carried.
