The
meeting of the Oswego Town Board was held March 13, 2006 at
the town hall. Supervisor Mullen opened the meeting at 7:00
PM with the Pledge of Allegiance; roll call was taken with the
following members present.

Town
Clerk’s Report: The February receipts from the
town clerk account was $837.68 paid to the Supervisor, total
for month $945.35. Total taxes collected to date is $2,366,060.96.
Late notices will be sent out on 3/14/06, total outstanding
$328,963.15. On March 8, 2006 a check for $75, 000.00 was paid
to the County Treasurer from the tax account. The historical
society will be holding a meeting on March 16, 2006 at 6 PM
at town hall.
Supervisor's Report: First I would like to
take this opportunity on behalf of the town board to congratulate
Councilor Herrmann who has been named Town of Oswego Fire Fighter
of the year by the Benevolent and Protective order of the Elks
of the Untied States of America. Councilor Herrmann is not only
a town board member; he is a lieutenant of the Oswego Town Volunteer
Fire Dept and a Fire Commissioner. We are very proud of his
contributions to the town of Oswego.
We are looking into purchasing a back up generator for the Sleepy
Hollow sewer district. A recent power outage has made us relies
the Importance of being pro active at the plant for power outages,
and problems could arise should the pumps fail. I will send
letters to the residents of the Hollow explaining the need.
The town will be purchasing a new snow plow for our highway
dept. We have not purchased a snow plow since 1999. This plow
will replace a 1978 that will be traded in.
All voting will now be held here at the town hall, the board
of elections has approved this site.
The city school district will hold school board elections on
May 16th from 12-9:00 here at town hall.
Public Comment: Questions regarding the placement
of the street light located at town hall, why was it placed
there instead of in the parking lot. Highway Superintendent
Carter stated he reviewed the truck bids and recommends Tracey
Road Equipment. Does the town have the storm water ordinance
in place?
Resolution 2006-39 Be it resolved the Oswego
Town Board approves the minutes from the February 13, 2006 town
board meeting and the March 6, 2006 town board workshop.
Moved by Councilor Pritchard, second Councilor Mahaney. All
ayes motion carried.
Resolution 2006-40 Be it resolved the Oswego
Town Board approves the bills on abstract 3.

Councilor Pritchard, second Councilor Mahaney. All ayes motion
carried. Councilor Mahaney asked if the amount paid for the
town hall was complete. Supervisor Mullen stated no.
Resolution 2006-41 Be it resolved the Oswego
Town Board accepts the agreement to spend town highway funds
as presented by the Highway Superintendent Leon Carter, see
attachment A.
Moved by Councilor Herrmann, second Councilor DeSacia. All ayes
motion carried.
Resolution 2006-42 Be it resolved the Oswego
Town Board grants the Oswego City School District permission
to hold the school board elections on May 16, 2006 at the Oswego
town hall on County Route 7.
Moved by Councilor Pritchard, second Councilor Mahaney. All
ayes motion carried.
Resolution 2006-43 Be it resolved the Oswego
Town Board recognizes the Oswego Town Senior Citizens trips
on 3/2/06 to Auburn, NY, 5/31/06 to Rochester, NY and August
9, 2006 to Hammondsport, NY.
Moved by Councilor Mahaney, second Councilor Pritchard. All
ayes motion carried.
Resolution 2006-44 Be it resolved the Oswego
Town Board appoints Michael Soucy, and Richard Pratt, as cemetery
workers and Dennis Knopp as assistant superintendent for the
2006 season.
Moved by Supervisor Mullen, second Councilor DeSacia. All ayes
motion carried. Councilor DeSacia asked about the rate of pay,
why is it below minimum wage? Supervisor Mullen stated they
could discuss the rate of pay.
Resolution 2006-45 Be it resolved the Oswego
Town Board accepts the bid from Tracey Road Equipment for a
new highway 2007 snowplow truck fro $168,777.00 minus trade
in of a town 1978 Oskosh truck for $15,000.00.
Moved by Supervisor Mullen, second Councilor Pritchard. All
ayes motion carried.
Resolution 2006-46 Be it resolved that the
Oswego Town Board authorizes the following budget modifications
to the 2006 budget;
From A1990.4 (contingency) to A 1930.4 (fines and forfeitures)
in the amount of $436.55. Moved by Supervisor Mullen, second
Councilor DeSacia.
All ayes motion carried.
Motion by Councilor Mahaney, second Councilor Pritchard to close
the meeting at 7:10 PM. All ayes motion carried.
