A
meeting of the Oswego Town Board was held on December 10, 2007
at the town hall. Supervisor Mullen opened the meeting at 7:00
PM with the Pledge of Allegiance. A moment of silence was held
for Councilor Mahaney’s brother who passed away this past
weekend. Roll call was taken with the following members present:

Town
Clerk’s Report: The November fees paid to the
Supervisor was $947.33 total for the month $2203.45. At my last
District Directors meeting there was discussion regarding consolidation
of tax collectors and receivers. This would change the home
rule for the towns and take away this part of town government.
The NYS Town Clerk’s Association and NYS Tax Collectors
and Receivers are against this move.
Supervisor's Report: Please remain standing
for a moment of silence for Mrs. Mahaney’s brother who
passed away on Friday.
As 2007 comes to an end, we will be saying so long to two of
our Town representatives. Carol Pritchard will be leaving us
after four years of service as a Town Board member. We are sad
to see her go, and are very thankful to her for the time she
served the people in our town. We all wish her well in her retirement.
We are also saying goodbye to Mr. Charles Sabin. Mr. Sabin is
a rare find, how fortunate this town has been to have him represent
us as a Town Board Member, a County Legislator and an Assessor.
Mr. Sabin is a member of the Oswego Town Historical Society
was member of the Oswego Town Fire Department.
He served the town in so many ways, and we are thankful for
his dedication.
Tonight we congratulate Mr. Mark Wilcox, our new Highway Superintendent,
Mark comes to us with over 25 years of service in our highway
department, and Mr. Dan Shaver our new town board member……
has served this community as a assitant chief in our Fire Dept
for years. Good luck to everyone.
Public Comment: None
Old Business: Councilor DeSacia will oversee
the cemetery, Councilor Herrmann will oversee Code Enforcement
and Mr. Shaver after taking office will oversee highway and
buildings and grounds, Councilor Mahaney will work with zoning
and planning.
Resolution 2007-109 Be it resolved the Oswego
Town Board approves the minutes from the November 5th and 8th
Town Board meetings.

motion carried.
Resolution 2007-110 Be it resolved the Oswego
Town Board approves the bills on abstract 12 as follows:

Resolution 2007-111 Be it resolved the Oswego
Town Board authorizes the Supervisor to make the necessary year-end
budget modifications to close the 2007 accounts and send the
report to the State Comptroller.
Moved by Councilor Herrmann, second Councilor Pritchard all
ayes motion carried.
Resolution 2007-112 Be it resolved the Oswego
Town Board establishes the Oswego Town Tax Collector’s
change drawer in the amount of $250.00.
Moved by Councilor Pritchard, second Councilor DeSacia all ayes
motion carried.
Resolution 2007-113 Be it resolved the Oswego
Town Board will hold the final town board meeting on Thursday,
December 27, 2007 at 4:30 PM.
Moved by Councilor Pritchard, second Councilor Herrmann all
ayes motion carried.
Resolution 2007-114 Be it resolved the Oswego
Town Board grants Mark Wilcox a leave of absence from the Highway
Department until his term as Highway Superintendent expires,
12/2011.
Moved by Councilor Pritchard, second Supervisor Mullen all ayes
motion carried.
Resolution 2007-115 Be it resolved the Oswego
Town Board directs the Supervisor to sign an extension agreement
with Teamsters Local 317 until December 31, 2010.
Moved by Councilor Pritchard, second Councilor DeSacia all ayes
motion carried.
Resolution 2007-116 Be it resolved the Oswego
Town Board refunds the ZBA fee of $150.00 to Mrs. Marilyn Torbitt.
Moved by Supervisor Mullen, second Councilor DeSacia all ayes
motion carried.
Resolution 2007-117 Be it resolved the Oswego
Town Board in recognition of those students of Town of Oswego
who attend Minetto Elementary School do hereby support the continuation
of the school in its present status. We the Oswego Town Board
urge the Oswego City School Districts Board of Education to
build on the wisdom of its’ Capital Improvement Project
“Building Pathways for Student Success” which we
supported in good faith with our votes.
Moved by Councilor Pritchard, second Supervisor Mullen all ayes
motion carried.
Motion by Councilor Pritchard and second by Supervisor Mullen
to close the meeting at 7:20 PM. All ayes motion carried.
