The
Oswego Town Board held its regular meeting March 12, 2007 at
the Oswego Town Hall. Supervisor Mullen opened the meeting at
7:00 PM with the Pledge of Allegiance.

Town
Clerk’s Report: The total taxes collected to
date $2,322,410.52, outstanding $382,960.00, 216 late tax notices
will be mailed 3/14/07. On March 5, 2007 a check for $50,000.00
was sent to the County Treasurer for taxes due the Treasurer.
Total fees collected for February was $490.50, with $430.33
paid to the Supervisor. I will be attending a District Directors
meeting in Syracuse on March 18th and 19th. The zoning and planning
committee is meeting again and we are working on definitions,
classifications and have a new colored map of the town.
Supervisor's Report: The town of Oswego will
host a rabies clinic on Saturday August 4th from 9-11 am at
our Highway garage.
Our Deputy Highway superintendent will attend a meeting on the
14th in regards to the 48 hour window of reimbursement for the
snow storm in February. I would like to thank our highway dept
again for their hard work keeping our roads open and safe.
I am in receipt of the New York State Office of real property
Services Residential Assessment Ratio. Our assessment ratio
is 87.50. The ratios were calculated by simply dividing the
total assessed value by the total selling price of each sale.
I received from Koester Associates, a certificate that the Ontario
Heights Pumping Station has been serviced in full accordance
with factory certified maintenance procedures. The Board is
always mindful of preventative maintenance.
Time Warner Cable has informed the town that some of the components
of their service effective April 1, 07 will be increased. Customers
should have received a notice from Time Warner. They are not
changing the rates for either their High Speed Road Runner service
or the Digital Phone Service.
Rice Creek Field Station has supplied the town with their policy
for snowmobiles on the trails at Rice Creek. I will have copies
of the map they sent out if anyone is interested.
We had 12 dog complaints in Feb, and 4 dogs were transported
to the Dog Shelter.
1 building permit was issued, and one inspection.
We will add to the agenda, to set up a public hearing to modify
our local law providing for administration and enforcement of
the NY State Fire Prevention and building code.
We are still in negotiations with the city for ambulance service.
Public Comment: A question was raised regarding
the Penn Power agenda item.
Resolution 2007-33 Be it resolved the Oswego
Town Board approves the minutes from the February 12, 2007 town
board meeting and the March 5, 2007 town board workshop.
Moved by Councilor Pritchard, second Councilor DeSacia. All
ayes motion carried.
Resolution 2007-34 Be it resolved the Oswego
Town Board approves the bills on abstract #3.

Resolution 2007-35 Be it resolved the Oswego
Town Board directs the supervisor to sign the service agreement
with Penn Power Systems for emergency generator maintenance
at the Oswego Town Hall in the amount of $410.00, from 3-1-07
to 2 -28-08.
Moved by Councilor Mahaney, second Councilor Pritchard. All
ayes motion carried.
Resolution 2007-36 Be it resolved the Oswego
Town Board grants permission to the Oswego County Health Department
to hold a rabies clinic on Saturday, August 44th form 9-11 am
at the town garage complex.
Moved by Councilor Pritchard, second Supervisor Mullen. All
ayes motion carried.
Resolution 2007-37 Be it resolved the Oswego
Town Board renews the mowing contract with Rich Yule, of Rich
Lawns for the 2007 season, for the town park, Sleepy Hollow
Sewer plant and Ontario Heights pumping station.
Moved by Supervisor Mullen, second Councilor DeSacia. All ayes
motion carried.
Resolution 2007-38 Be it resolved the Oswego
Town Board accepts the Oswego Town Planning Board as lead agent
for the proposed action (site plan review for Oswego College
Suites) and to make a determination of the project environment
significance.
Moved by Supervisor Mullen, second Councilor DeSacia. All ayes
motion carried.
Resolution 2007-39 Be it resolved the Oswego
Town Board accepts the following ;
Whereas, the United Group of the United Development
Corp., with offices at 400 Jordan Road, Troy, New York, has
presented to Town Board of the Town of Oswego, New York, certain
plans for the development and construction of a planned unit
development including but not limited to residential rental
units to be located in Lot 4 of the Town of Oswego, New York,
and
Whereas, the Oswego Town Board, after having
examined such plans and having determined that same are worthy
of further, detailed consideration in respect to municipal sewage
services which would be required for the use and occupation
of such development; and
Whereas, Article 12-C of the Town Law of the
State of New York authorizes Towns to adopt a resolution appropriating
a sum of money to pay the cost of preparing a general plan,
report and map for providing a sewer to such area(s) of a Town
lying outside of a village; and
Whereas, United Development Corp. has agreed
to pay the cost of the preparation of such general plan, report
and map to be prepared by engineers designated by the Town of
Oswego, New York, as may be preliminarily required by law in
the course of establishing a district to provide such sewage
service as would be required for the use and occupation of such
development;
Now, Therefore be it RESOLVED,
that pursuant to the Town Law of the Sate of New York, the Town
Board of the Town of Oswego, New York, hereby designates the
engineering firm of Barton & Loguidice, P.C. with offices
at 290 Elwood Davis Road, Syracuse, New York, and directs such
firm, at a cost to be determined by such firm in consultation
with and to be paid by the United Development Corp., to prepare
a general plan, report and map for the provision of sewer services
to such development so planned by said developer, which said
plan shall include the use or coordination of facilities with
those of the Ontario Heights Sewer District as shall be reasonable
and practical.

ayes motion carried.
Resolution 2007-40 Motion by Supervisor Mullen,
second by Councilor Mahaney to add an item to the agenda. All
ayes motion carried.
Resolution 2007-41 Be it resolved the Oswego
Town Board will hold a public hearing on April 9, 2007 at 7:05
PM to amend Local Law 1-2004 Administration and enforcement
of the NYS Fire Prevention and Building Code.
