The
meeting of the Oswego Town Board was held on September 10, 2007
at the Oswego Town Hall. Supervisor Mullen opened the meeting
at 7:00 PM with the Pledge of Allegiance. Roll call was taken
with the following members present:

Town
Clerk’s Report: The town clerk fees for August
were $6,373.55, $1,512.80 was paid to the Supervisor. Thank
you to the cemetery crew who fixed the steps leading up to Dr.
Mary Walker’s grave.
Supervisor's Report: Mr. Hogan and I have been
busy formulating our budget for 2008. We have met with several
departments heads and each understands that we are trying to
hold the line on spending. It is very important that any increase
in any ones budget will need to be justified. I will present
my budget to the town clerk before the 30th of September.
I am meeting with Mr. Wilcox on Wednesday to discuss ideas for
restructuring our town highway department. He has done an exceptional
job as acting Highway Superintendent these last 8 months, and
has great ideas on cost saving measures. Mr. Wilcox has fostered
unity and taken ownership for the complex. The improvement to
the appearance of the highway complex is a testimonial to the
dedication of our Highway Dept and our highway employees.
Our new snow plow should be delivered in December.
Generators both at the town hall and the Ontario Heights pumping
station were inspected in August.
Our SPEDES permit has been modified by the DEC for the Sleepy
Hollow Sewage Treatment plant to reflect the installation of
a new flow meter that will take more precise readings of the
effluent.
Congratulations to Councilor DeSacia for his ride in the tour
de Loop.
The town board will have a budget workshop on October 1st following
the regular town board workshop.
On Tuesday October 2nd at 7:00 pm at the town hall, there will
be an informational meeting concerning the revaluation project.
In attendance will be state, county, and town officials, along
with the re-val contractor Maxwell Associates. Publicity for
this informational session will be forthcoming by Maxwell appraisals.
Public Comment: Do we pay someone to maintain
our town website? It has not been updated since July 31, 2007.
Resolution 2007- 82 Be it resolved the Oswego
Town Board approves the minutes from the August 13, 2007 town
board meeting.
Moved by Councilor Pritchard, second Councilor Mahaney All ayes
motion carried.
Resolution 2007- 83 Be it resolved the Oswego
Town Board approves the following budget modifications:
from A1990.4 (contingency) to A1420.4 (attorneys) for $3532.32
from A1990.4 (contingency) to A3310.4 (traffic control) for
$285.20
from A1990.4 (contingency) to A3520.4 (animal control) for $279.90
from A1990.4 (contingency) to A8020.4 (fund bal-county) for
$3128.51
from A5031 (inter-fund trans) to A8810.4 (cemetery) for $5000.00
(this was approved for tree removal resolution 2006-95)

motion carried.
Resolution 2007- 84 Be it resolved the Oswego
Town Board approves the bills on abstract 9 as follows:

Resolution 2007- 85
Whereas, the Town of Oswego, its Assessor and
Verizon of New York Inc. are desirous of settling and discontinuing
the real property tax assessment proceeding now pending before
the Supreme Court of the State of New York, Oswego County, under
Index Number 07-1158; and
Whereas, the understandings and agreements
of the parties are properly set forth on the annexed instruments
entitled “Consent Order” and “Stipulation”;
Now, Therefore be it
RESOLVED, that the Town Board of the Town of
Oswego, New York, does hereby approve the terms and conditions
of the aforesaid “Consent Order” and “Stipulation”
and requests that the Supreme Court of the State Of New York
adopt same as its Order.
Moved by Supervisor Mullen, second by Councilor DeSacia All
ayes motion carried.
Resolution 2007- 86
Whereas, the Town of Oswego, its Assessor and
Oswego Mobile Associates are desirous of settling and discontinuing
the real property tax assessment proceeding now pending before
the Supreme Court of the State of New York, Oswego County, under
Index Number 2007-1218; and
Whereas, the understandings and agreements
of the parties are properly set forth on the annexed instrument
entitled “Stipulation of Settlement and Order”;
Now, Therefore be it
RESOLVED, that the Town Board of the Town of
Oswego, New York, does hereby approve the terms and conditions
of the aforesaid “Stipulation of Settlement and Order”
and requests that the Supreme Court of the State Of New York
adopt same as its Order.
Moved by Supervisor Mullen, second Councilor Mahaney All ayes
motion carried.
Resolution 2007- 87 Motion by Supervisor Mullen
and second by Councilor Mahaney to move into executive session
at 7:18 PM to discuss a personnel matter. All ayes motion carried.
Resolution 2007- 88 Motion by Supervisor Mullen
and second by Councilor Pritchard to resume the regular meeting
at 7:28 PM. All ayes motion carried.
Motion by Councilor Mahaney, second by Councilor Pritchard to
close the regular meeting at 7:29 PM. All ayes motion carried.
