The
meeting of the Oswego Town Board was held April 14, 2008 at
7:00 pm. Supervisor Mullen opened the meeting with the Pledge
of Allegiance and roll call was taken with the following members
present:

Herrmann was excused from this meeting.
Town Clerk’s Report: The final tax payment
was made to the County Treasurer for $1,305,647.76. Payment
to the supervisor will be $11,852.66 plus some added bank interest.
March fees paid to the supervisor were $ 1342.03 total for the
month $1552.38.
I have been to a few district and local town clerk meetings
and have the following to report; there has much said about
consolidation of local offices like tax collector, this has
been removed from the state budget, the state is still looking
at consolidation of assessors position. Our local clerks association
met with the Board of Elections and they told us about the new
voting machines. One will be used for the disabled this fall
and all AVM machines will be disposed of by the County. The
new machines will be easier to use, people will have three attempts
to vote. The ballot will be rejected if a spot is not voted
or if people over vote. It will look like a lottery ticket but
bigger. We need 60 parking spots for voters. The DEC will be
setting up the new online computer system soon, I will still
use there computer, just use the town Road Runner hook up. I
was appointed to a committee with area County Officials, Tax
Collectors and County Treasurer to explore the use of credit
cards for the towns during tax season. Treasurer John Kruk is
setting up a meeting with 3 different vendors to review their
credit card programs.
Resolution 2008-31 Be it resolved the Oswego
Town Board opens the public hearing to hear all interested parties
for or against proposed Local Law 1-2008 at 7:10 PM.

motion carried.
Public Comment: Doug Malone asked what the
Local Law was all about.
Resolution 2008-32 Be it resolved the Oswego
Town Board closes the public hearing at 7:14 PM on proposed
Local Law 1-2008 this local law will amend Local Law 2-2007
section IX.
Moved by Supervisor Mullen, second Councilor DeSacia all ayes
motion carried.
Supervisor's Report: The Oswego City School
district will hold their Budget and Board of Education election
here at town hall on May 20, 2008 between Noon and 9PM.
Our Code Enforcement officer issued 6 building permits in March
and made 20 inspections.
Our Dog Control officer investigated 7 complaints.
Sprinkler inspections for the town hall were completed in March
by Fire Pro Technical Services, 3 recommendations were made
and will be investigated.
Sleepy Hollow Sewer District has had its annual inspection by
the Department of Environmental Conservation and states “overall
the treatment facility appears to be well operated and maintained
and is meeting the demands of the permit”.
I have asked the HW superintendent to inspect the entrance road
to the plant, when the weather permits, to make sure it is in
good condition.
The 2008 Tentative Roll Sessions with the Assessors will be
held May 6th, 8th, 14th, and 15th between the hours of 4-8:00
PM; and on Saturday the 17th of May between 9am and 1pm.
Grievance Day is Tuesday May 27, 2008, between 9AM-11AM and
again between 5PM and 8PM.
Our Highway Department will be starting their brush and leaf
pickup on April 28th and continues every 2nd and 4th Monday
of every month through the summer and fall.
A reminder that due to new NYS DEC regulations the Highway can
not pick up large piles or stumps. If you have any questions
please call Mr. Wilcox at 343-0937.
The committee that has been updating the Town Zoning ordinance
has completed their first draft and copies have gone to the
Planning and Zoning members for input. All comments should be
received by the town clerk on the 15th of this month.
Public Comment: Questions and concerns regarding
drainage district for the town and is it possible. Also a comment
regarding Maxwell appraisal people. Town Assessor Janet Dexter
has just finished some more schooling. Theresa Cooper stated
she has received a $200.00 scholarship to attend Cornell Municipal
Clerks conference in July.
Resolution 2008-33 Be it resolved the Oswego
Town Board approves the minutes from the March 10, 2008 town
board meeting.

motion carried.
Resolution 2008-34 Be it resolved the Oswego
Town Board approves the following budget modifications: From
A599 to A 1355.4 (Assessment Contractual) for $20,000.00.

Resolution 2008-35 Be it resolved the Oswego
Town Board approves the bills on abstract #4 as follows:

Resolution 2008-36 Be it resolved the Oswego
Town Board grants the Historical Society the use of our facilities
on the following dates: May 25 (Memorial Day Service at Cemetery),
June 21 (Craft Show 9am-4pm), July 8 (Ice Cream Social), July
19,(School
District 10 Reunion 11am-4pm), November 8 (Veterans Day Program
10am-Noon).

Resolution 2008-37 Be it resolved the Oswego
Town Board approves Local Law 1-2008 a local law amending Local
Law 2-2007 Section IX, Administration and Enforcement of the
NYS Uniform Fire Prevention & Building Code.

motion carried.
Resolution 2008-38 Be it resolved the Oswego
Town Board adds an item to the agenda.

Resolution 2008-39 Be it resolved the Oswego
Town Board advertises for a secretary for the Zoning and Planning
Boards.

Resolution 2008-40 Be it resolved the Oswego
Town Board moves into executive session at 7:40 PM to discuss
pending litigation.

motion carried.
Resolution 2008-41 Be it resolved the Oswego
Town Board resumes the regular meeting at 7:56 PM.
Moved by Councilor Mahaney, second Supervisor Mullen all ayes
motion carried.
Motion by Councilor Mahaney, second by Supervisor Mullen to
close the regular meeting at 7:57 PM. All ayes motion carried.
