The
meeting of the Oswego Town Board was held on March 10, 2008
at 7:00 PM. Supervisor Mullen opened the meeting with the Pledge
of Allegiance and roll
call was taken with the following members present.

Theresa Cooper was excused and minutes were taken by Debra Hogan.
Town Clerk's Report: No report
Supervisor's Report: National Grid has scheduled
a power outage for Wednesday March 12th from 9:00am to noon.
Portions of Bunker Hill, Cemetery Road and Valley View Drive
will be affected.
The School District has asked to use our Town Hall May 20th
for their budget vote and Board of Education Elections.
Our Code enforcement officer made 4 inspections in February.
Our Dog control officer investigated 5 complaints in February.
Maxwell Appraisal Service has completed the re-val for the town
of Oswego. Over 2000 properties were revaluated. The Town held
meetings over the last several months to explain to the public
and they were well attended. Now the public has the opportunity
to meet with Maxwell appraisal to go over their appraisal notifications.
If you have any question about this process, we are lucky that
our Chief Assessor is here tonight. You may address your questions
to him.
Our Justices, Jung and Sterio have received a Grant for Computer
Case Management in the amount of $ 3,015.96. These funds will
go back to the General fund to replenish the modification we
made to purchase the soft ware for our Justices, at the end
of last year.
I would like to thank Mr. Wilcox and our highway employees for
keeping our roads safe and open during the terrible weather
we have experienced this winter.
I have been invited by New York State Rural Water to their annual
Technical Conference. If another member of the board would like
to go and investigate a town wide sewer district, please see
me after the meeting.
Public Comment: Highway Superintendent Mark
Wilcox reported that he has been notified by the DEC that the
highway department may no longer do anymore burning of brush.
He is currently looking at his options as to how they will handle
the brush pick ups.
Resolution 2008- 23 Be it resolved the Oswego
Town Board approves the minutes from the February 12, 2008 town
board meeting.
Moved by Councilor Mahaney, second Councilor Shaver all ayes
motion carried.
Resolution 2008- 24 Be it resolved the Oswego
Town Board approves the following budget modifications: From
A 599 (appropriated fund bal) to A1355.4 (Assessment Contractual)
for $4,4438.73;
From A2705 (Gifts & Donations) to A1440.4 (Engineering Contractual)
for $3,088.59.

motion carried.
Resolution 2008-25 Be it resolved the Oswego
Town Board approves the bills on abstract 3 as follows:

Resolution 2008- 26 Be it resolved the Oswego
Town Board changes the date of the public hearing from March
10, 2008 to April 14, 2008 at 7:05 PM to hear all interested
parties for or against amending Local Law 2-2007.
Moved by Councilor DeSacia, second Councilor Shaver all ayes
motion carried.
Resolution 2008- 27 Be it resolved the Oswego
Town Board accepts the resignation of James Finn from the Planning
Board and thanks him for his dedication and service to the Town
of Oswego.
Moved by Councilor Herrmann, second Councilor DeSacia all ayes
motion carried.
Resolution 2008- 28 Be it resolved the Oswego
Town Board accepts the Highway Agreement between the Town of
Oswego and Highway Superintendent Mark Wilcox, to spend Oswego
Town Highway funds for repairs and improvements to town roads,
pursuant to the provisions of Section 2844 of the highway law.
Moved by Councilor Mahaney, second Councilor Shaver all ayes
motion carried.
Resolution
2008- 29 Be it resolved the Oswego Town Board approves
the use of the town hall for the Oswego City School District’s
budget vote and board of education elections on Tuesday, Mary
20, 2008.
Moved by Supervisor Mullen, second Councilor Shaver all ayes
motion carried.
Resolution 2008- 30 Be it resolved the Oswego
Town Board directs the Supervisor to enter into talks with
the City of Oswego concerning the Ontario Heights Sewer District
use rates.
Moved by Councilor DeSacia, second Councilor Mahaney all ayes
motion carried.
Motion to adjourn at 7:22 pm by Councilor Mahaney, second
Councilor DeSacia all ayes motion carried.
