Call
to Order
Randy Pratt called the meeting to order at approximately 7:12
PM.
Attendance
Those in attendance were:

Approval of September 18, 2003 Minutes
At approximately 7:11 PM, Greg Auleta motioned to approve the
September 2003 minutes with the amendment to reflect Kevin Caraccioli’s
attendance at the meeting. Greg Mills seconded the motion. All
ayes. Motion carried.
First Order of Business
Public Comment Session
There was no public comment
Second Order of Business
Public Hearing - Oswego Alliance Church/Chris Choate/Skip Taylor.
Tax Mpa #14507-01-12
At approximately 7:15, Randy Prattt called the Public Hearing
for Oswego Alliance Church to order. Mr. Chris Choate acted
as representative for the Church. Mr. Choate distributed copies
of the Septic Plan approved by the Oswego County Health Department.
Randy Pratt confirmed that a copy of the Easement was in the
official ZBA file. Mr. Choate distributed the Storm Water Plan
engineered by Maxian and Horst.
Mr. Choate advised the board that the driveway plans had changed.
Randy Pratt asked if the plans submitted to the board were the
final plans. Mr. Choate stated that the only change that may
occur is the placement of the driveway, it may move by 10-15
feet to match it up to the driveway of the existing Church across
the street. Greg Auleta stately Irwin, neighbor to the Oswego
Alliance Church property stepped forward.
Ms. Irwin stated she agreed to the terms as outlined in the
letter presented to the ZBA. Randy Pratt asked Ms. Irwin about
the property line discrepancy presented at the Sept. ZBA meeting.
Ms. Irwin stated that the abstract is being drawn up and her
lawyer is working to obtain it. At approximately 7:58, the hearing
was closed to Public Comment.
At 7:59 PM, Greg Auleta motioned to approve the application
as modified by the Oswego Alliance Church to include those documents
received this evening regarding the adjacent properties and
that the stipulations set forth by the Oswego Town and Oswego
County Planning Boards have been satisfied. Greg Mills seconded
the motion. All ayes. Motion carried.
Third Order of Business
Open Board Discussion
Randy Pratt requested a letter drafted to the Town Council to
request that the ZBA Secretary position be filled.
Randy Pratt advised ZBA Members that he will be submitting his
resignation. Mr. Pratt further stated that he has had a great
experience working with the board. When asked, Mr. Pratt stated
that he would consider being an alternate for the ZBA in the
future.
At approximately 8:15 PM, Greg Auleta motioned that the ZBA
express their deep appreciation to Randy Pratt for his guidance
during his tenure with ZBA. Mr. Auleta further motioned that
ZBA express their deep appreciation to Shelley Rahn for her
work as ZBA secretary. Greg Mills seconded the motion. All ayes.
Motion carried.
Kevin Caraccioli stated that he has been in contact with the
Oswego Town building inspector with regard to the letter sent
to the ZBA in Sept. pertaining to septic system approval. Mr.
Caraccioli stated that it was his opinion that the building
inspector must have been given some type of directive to write
the letter. Greg Auleta felt the letter was potentially misleading.
Randy Pratt presented a letter from the Oswego County Planning
Board explaining the 239 referral process. Kevin Caraccioli
advised that the OCPB is streamlining the process and taking
more in-house with a running deadline.
Adjournment
At approximately 8:45 PM, Greg Auleta motioned to adjourn the
October 2003 ZBA meeting. Robert Baker seconded the motion.
All ayes. Motion carried.
