Call
to Order:
Kevin Caraccioli called the meeting to order at approximately
7:02 PM.
Attendance:

Old Business:
Kevin Caraccioli stated that since we didn't have a quorum at
the January meeting, no business was conducted.
Approval of October 16, 2003 and January 15, 2004 Minutes:
At approximately 7:10 PM, Kevin Caraccioli stated we need to
approve the October 16, 2003, and January 15, 2004 Minutes.
He asked if there were any changes or modifications to such
minutes. Robert Baker had a question regarding the January 15,
2004 minutes. Since Kevin Caraccioli is the Legal Advisor, and
not a member of the Board, should he be able to call the meeting
to order? Kevin Caraccioli answered that it was a unique situation.
Until a Chairman is appointed, he didn't think anyone would
object, particularly due to the fact that no official business
was conducted. Greg Mills made a motion to approve both the
October 16, 2003 and January 15, 2004 Minutes. Robert Baker
seconded the motion. All ayes. Motion carried.
Appointment of Chairman:
Kevin Caraccioli stated that Marjorie Best, Secretary has pointed
out that she received two communications from Greg Auleta, even
though he had not been able to attend the meetings, that he
is very supportive of Greg Mills being appointed as Chairman.
At this time, nominations should be open for any such consideration.
Robert Baker stated he thinks Greg Mills should be considered
for the nomination, as long as he is willing to accept the position.
Kevin Caraccioli stated we now have one nominee for Chairman,
and asked if there were any other nominations. No other nominations
were considered. Kevin Caraccioli asked for a motion to close
the nominations. Timothy Anderson made a motion to close the
nominations for Chairman. Robert Baker seconded the motion.
All ayes. Motion carried.
Kevin Caraccioli stated there is one nominee for Chairman, and
made a Motion to appoint Greg Mills, and also approve the slate
of Board Members. Robert Baker seconded the motion. All ayes.
Motion carried.
Applicants:
There were no applicants.
Public Comment:
No public comment.
Set Meeting Dates And Time For The Year 2004:
At approximately 7:20 PM, Greg Mills took over the meeting,
and thanked members for the appointment. He mentioned that the
Secretary included a list of the meeting dates for the year.
None of the members had a problem with the meetings being on
the third Thursday of the month. He also appreciated the fact
that the Secretary changed the present meeting, so he would
be able to attend, and not miss another meeting. He also stated
if we have applicants, there may be dates that need to be changed,
but will cross that bridge when we come to it.
Open Board Member Discussion:
At approximately 7:20 PM, Greg Mills moved forward to Open Board
Member Discussion. There was a comment in October's Meeting,
that Randy Pratt was presented a letter from the Oswego County
Planning Board explaining the 239 Referral Process. It was always
sort of a tract meet to try to get an application to our Board,
then to the Planning Board, and then to the County before the
first Tuesday of the month. The County Planning Board has now
taken the 239 Process and materialized it. The Board had to
go through the due process, and would be completed before the
5 day turn around. In many cases, the application has provided
technical expertise of the applicant. There are questions that
need to be responsive, and the next thing you know, the 90 days
are up.
Timothy Anderson stated any project that is within 500 feet
of a county or state road, or a waterway would require County
Planning Review. Kevin Caraccioli quoted the General Municipal
Law, Section 239. We use the short term, 239 Review.
Kevin Caraccioli stated it would make a much smoother transition,
if all the Boards work together, and we can have a positive
change.
Greg Mills stated he just wanted to see people's applications
go through the process without any hitches, in a timely fashion.
He stated he had no problem having conversations with the Town,
as well as the Planning Board, as long as it gets the people
where they need to be in the process.
Timothy Anderson stated the reason he became interested in becoming
a member of the Board, was the Land Use Map. He felt there was
real concern about the map. The map was not acceptable to a
lot of people. He said the Planning Board said they would work
closely with the Zoning Board, and the Town Board regarding
a map for a Comprehensive Plan.
Adjournment:
At approximately 7:45 PM, Timothy Anderson motioned to adjourn
the February 12, 2004 Meeting. Robert Baker seconded the motion.
All ayes. Motion carried.
