Town of Oswego Local Waterfront Revitalization Plan (LWRP)

The Town of Oswego has been awarded funding from NYS for the development of a Local Waterfront Revitalization Plan (LWRP) through New York State’s Environmental Protection Fund under Title 11, Local Waterfront Revitalization Program (EPF LWRP). The Central New York Regional Planning & Development Board (CNY RPDB) will assist the Town and a local Waterfront Advisory Committee (WAC) in developing the plan.

What is an LWRP?

An LWRP is a comprehensive land and water use program that expresses a vision for the waterfront area and provides the means to achieve that vision.

By preparing an LWRP, community stakeholders take the opportunity to evaluate local waterfront resources, develop goals and a comprehensive strategy for the best use of those resources, identify ways in which the community can reduce risk to community assets and make them more resilient to future threats and natural disasters, propose future land and water uses, and put in place a local program that will guide the community in attracting appropriate development to the waterfront area while planning for sustainability. LWRPs also provide the organizational structure, local laws, and projects to achieve the plan.

NOTICE IS HEARBY GIVEN that the 2021 Proposed Budget of the Oswego Town Fire District of the Town of Oswego, County of Oswego, State of New York, will be presented to the public for its consideration at a PUBLIC HEARING to be held at 7:00 p.m. at the Oswego Town Fire Station on the 20th day of October 2020, 640 County Route 20, Oswego, NY 13126

Pursuant to Town Law 105, the Board of Fire Commissioners must hold a public hearing on the budget, make the proposed budget available to the public prior to the public hearing, and allow public to comment on the budget at the public hearing.  This public hearing must be held to allow maximum public participation in the budget process.

The purpose of the public hearing is to allow any person to be heard in favor of or against the proposed budget as it is submitted, or for or against any item or items contained in the proposed budget, and hearing all persons interested in the subject concerning same.

A copy of the proposed budget is available on the Fire District website, www.otvfd.com or at the Town of Oswego Town Clerks Office, 2320 County Route 7, Oswego NY 13126 where it may be inspected by any interested person during normal business hours.

Update of Thompson Road Bridge

On Tuesday 8/4/20 bids were opened for the construction phase of replacing the bridge on Thompson Road over Rice Creek. We were pleased that the apparent low bid was slightly below cost estimates. At a Special Town Board meeting, also on 8/4/20, the Oswego Town Board passed a resolution authorizing the awarding of the bid to the apparent low bidder, pending review by the Town’s engineers, The BCA Group. The Town is moving forward with this project as quickly as possible. Updates will be posted when a construction schedule has been established.

The New York State Department of Environmental Conservation (DEC) has prepared a draft permit and made a tentative determination to reissue an expired State Pollution Discharge Elimination Systems (SPDES) permit (NY0029238) for the discharge of 0.01 million gallons per day of treated sanitary wastewater to NY Freshwater Wetland OW-2, Snake Swamp. Wastewater is processed through 2-10,000-gallon septic tanks, 3 buried infiltration beds, a recirculation chamber, and then discharges to Snake Swamp. The permit has been updated to include: a new requirement for seasonal effluent disinfection; a new daily max effluent limitation for Total Residual Chlorine (TRC) of 0.03 mg/L; a new requirement for dissolved oxygen of 7.0 mg/L; a modification to change the reporting for Ammonia (as NH3) to Ammonia (as N); and a modification to change the pH range from 6.0 – 9.0 SU to 6.5 – 8.5 SU. Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.

Important Public Notice To All Property Taxpayers Regarding  Star – New Change In NYS 2020 Budget

IMPORTANT PUBLIC NOTICE TO ALL PROPERTY TAXPAYERS REGARDING  STAR – NEW CHANGE IN NYS 2020 BUDGET:

In the 2020 NYS Budget, it was enacted that BASIC STAR BENEFITS WILL BE DENIED to property owners who are delinquent on their County, Town, Village, City or School property taxes for more than one year. 

All delinquent taxpayers who are behind on their taxes and all delinquent installment contract holders who are behind on their payment schedules must bring their accounts current by JUNE 22, 2020 to keep their STAR in 2021. 

Delinquent taxes and delinquent installment contract payments should be paid to the Oswego County Treasurer’s Office.  Payments are not accepted on Foreclosed properties.

If you pay your taxes late but pay your taxes in full (being current), you may become eligible to get BASIC STAR in the future year.  Once a taxpayer loses the reduction from the school tax bill (STAR EXEMPTION), the taxpayer can only receive a STAR check with future eligibility if prior taxes have been paid in full.  (This means that the Town & County Tax Bills – issued in January, as well as applicable City Taxes which are issued in April – must be kept current at all times to keep Basic STAR.  Unpaid Village and School Property Taxes, as well as other Relevies are accounted for the on the January Tax Bill.)
